AFRICOM: Ethiopian federal forces retook Mekelle airport and claim control of the Tigray capital. Ethiopia and Eritrea have broken diplomatic ties. [1][2][3]

NORTHCOM: About 500 US troops are moving to the Rio Grande Valley after cartel gunfire hit a Coast Guard crew. Mexico has made a "mirror" deployment of 159 marines in Tamaulipas. [43][45]

SOUTHCOM: Brazil votes today. On Friday the US suspended consular services nationwide over an unspecified threat, and Australia closed its embassy. [52][53]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. ETHIOPIA: Federal forces retake Mekelle airport and claim the Tigray capital as the TPLF withdraws

On 3 Oct, residents reported that federal troops had retaken Alula Aba Nega Airport, about 10 km from central Mekelle. Tigrayan fighters had seized it on 23 Sep. TPLF leaders reportedly pulled out of the city [1]. Early on 4 Oct, government forces claimed control of Mekelle after a week of heavy fighting. They were fighting alongside the Tigray Peace Force, a breakaway TPLF faction [2]. A communications blackout prevents independent verification [1].

Assessment: Losing Mekelle likely pushes the TPLF toward rural insurgency rather than ending the conflict.

2. ETHIOPIA / ERITREA: Diplomatic ties severed; Addis accuses Eritrea, Sudan and Egypt of backing the rebels

pre-window onset

Ethiopia closed its embassy in Asmara and expelled 10 Eritrean diplomats. On 1 Oct, Eritrea responded by cutting relations and accused Ethiopia of planning a Red Sea invasion [3]. CTP-ISW reported TPLF defections and rebel drone strikes reaching near Addis Ababa. It also noted that the African Union peace process has been defunct for 18 months [4].

Assessment: The risk of an Ethiopia-Eritrea interstate conflict is rising. A regional war is not yet likely, but it would become more probable if federal forces push north of Mekelle. That would threaten Red Sea and Bab al-Mandeb security.

3. ALGERIA / NIGER: Tebboune confirms Su-30s were sent to help put down Niger's August "coup attempt"

President Tebboune confirmed that Algeria sent warplanes to Niamey during the 28-29 Aug mutiny and called the mutiny "a provocation against us." Algeria's defense ministry had earlier said it sent two patrols of four Su-30s and a tanker. Niger's junta blames France for the mutiny, and France denies involvement [5].

Assessment: Algeria is likely signaling a willingness to project force to protect Sahel regimes it sees as aligned, and a thaw with Niamey.

4. SOMALIA: President rejects any Israeli presence and alleges a planned naval base at Berbera

President Hassan Sheikh Mohamud told Al Jazeera that Somalia will not accept an Israeli presence "under any circumstances." He alleged that Israel plans to establish a naval base and use the airport at Berbera in Somaliland, which Israel recognized in December 2025 [6].

Assessment: The issue will likely feed into Gulf of Aden rivalries and complicate US engagement with both Mogadishu and Hargeisa.

5. SUDAN: Army claims capture of al-Mazroub, an RSF stronghold in North Kordofan

pre-window onset

An army spokesman said troops took al-Mazroub after intense fighting. He described it as a node linking North and West Kordofan, and its capture as advancing efforts to cut RSF supply lines [7].

Assessment: The capture likely eases pressure on El Obeid. RSF counterattacks and drone strikes in Kordofan remain likely.

6. DRC: Ebola (Bundibugyo strain) deaths pass 4,000; conflict hampers the response

pre-window onset

Government data show 4,018 deaths and 8,300 confirmed cases in seven provinces as of 2 Oct, making this the deadliest outbreak in the DRC's history. Soldiers burned an Ebola transit center in Ituri [8].

Assessment: Armed conflict in the east will likely sustain transmission, and the risk of cross-border spread to Uganda, Rwanda and South Sudan is rising.

7. SOUTH AFRICA: 43 suspected political assassinations so far this year ahead of the 4 Nov local elections

A monitoring report counts at least 43 killings through September, already more than in any full year since 2015. Most occurred in KwaZulu-Natal [9].

Assessment: Targeted political violence will very likely rise before the polls.

Collection gap: no verified major attacks in Mali, Burkina Faso or Niger were found in the window. This likely reflects limited source access, not a lull.

area of responsibility

CENTCOM.

1. SAUDI ARABIA / YEMEN: Houthis claim a missile and drone strike on an Aramco facility in Riyadh; the coalition calls the claim "misleading"

On 3 Oct, Houthi spokesman Yahya Saree said the group hit an Aramco facility in Riyadh and started fires. A Reuters witness reported fire and smoke near the facility [10]. Coalition spokesman Turki al-Maliki dismissed the claim as "misleading" [11]. Saudi Arabia had not confirmed any damage.

Assessment: The Houthis will likely keep attacking Saudi energy and population centers. This raises the risk to Gulf energy infrastructure at a time when Hormuz is already closed.

2. YEMEN: Coalition-backed government forces strike Houthi-held Sanaa and claim hundreds of Houthi casualties

The coalition said government forces carried out 257 operations on 3 Oct and caused at least 700 Houthi casualties, followed by 97 more operations early on 4 Oct on the Tor al-Baha and Taiz fronts [12]. Government forces also struck what they called "vital targets" in Sanaa [13]. Neither side's figures can be verified.

Assessment: The war is very likely to intensify further in the near term. The casualty figures are probably inflated.

3. IRAN: Tehran says Hormuz stays closed until the US meets seven conditions

Parliament Speaker and chief negotiator Mohammad Baqer Qalibaf said the strait will stay closed until Washington meets seven conditions under the June interim "Islamabad Memorandum of Understanding," including lifting sanctions and halting hostilities [14][15]. The statement was first carried by Nournews, which is affiliated with the Iranian state [15].

Assessment: A negotiated reopening of Hormuz in the near term is unlikely. Hardening positions on both sides raise the chance of renewed US-Iran military exchanges.

4. UNITED STATES / IRAN: Hegseth warns of "the hard way" and calls the US blockade "ironclad"

At a 3 Oct Pentagon briefing, Secretary Hegseth said "all options" remain open and that the US, not Iran, controls Hormuz [16][17]. He would not say whether the USS Theodore Roosevelt carrier strike group, which left San Diego on 27 Sep, is heading for the Middle East [16]. Commercial reporting describes Hormuz traffic as "effectively come to a standstill," which contradicts US claims that shipping is near pre-war levels [15].

Assessment: The US is likely signaling coercive escalation alongside stalled talks. The arrival of a second carrier would raise the probability of renewed large-scale US strikes.

5. ISRAEL / GAZA: IDF strike targets Ali al-Amoudi, the acting Hamas Gaza leader

A pre-dawn strike in western Gaza City on 3 Oct targeted senior Hamas official Ali al-Amoudi, a close Sinwar aide who was contending for the Hamas Gaza leadership. Palestinian media reported at least five dead [18]. The IDF confirmed it targeted al-Amoudi, but his death has not been confirmed [19].

Assessment: If he is confirmed dead, the strike would probably disrupt Hamas's leadership succession. Israel is likely to keep targeting Hamas leaders.

6. UAE / ISRAEL / OMAN: UAE calls the flydubai FZ1073 cockpit attack "terrorist"

On 30 Sep, an Omani co-pilot attacked the captain of a Dubai-Tel Aviv flight with the crash axe. The crew overpowered him and the aircraft diverted to Tabuk. Oman had earlier barred him from flying over concerns about extremist views. Israel is reviewing the vetting of foreign crews on Israel routes [20].

Assessment: Israel and Gulf carriers are likely to tighten crew-vetting rules. Abraham Accords aviation links will likely slow but probably not reverse.

7. PAKISTAN / AFGHANISTAN: Army warns of "decisive force" as the PTI march begins; it repeats its call for action against militants based in Afghanistan

The 2 Oct Corps Commanders' Conference warned that any "May 9-like situation" would be met with "decisive force." It called for "targeted action" against terrorists operating from Afghan soil [21]. The PTI begins a march from Lakki Marwat on 4 Oct to demand Imran Khan's release. Section 144 restrictions are in force, and government-opposition talks are deadlocked [22].

Assessment: Clashes between PTI marchers and security forces are likely this week. Further Pakistani cross-border strikes into Afghanistan are likely after any major attack in Khyber Pakhtunkhwa.

8. IRAN: Execution of a man convicted over the January protests

Iran's judiciary said it executed Siavash Jamshidi Kheirabadi, whom it accused of firing at police during the January protests [23].

Assessment: The regime is likely to keep using executions to deter unrest under wartime pressure.

Collection gap: no Lebanon, Iraq or Syria items were verified in the window.

area of responsibility

EUCOM.

1. UKRAINE: Russia strikes Kyiv's Dnipro bridges for a fourth straight day; nationwide strikes kill at least 8

On 4 Oct a drone hit Kyiv's Northern Bridge, damaging the roadway and a heating main [24]. Overnight on 2-3 Oct, Russia launched 157 drones, killing at least 8 people and injuring 83. A Russian strike also hit a Liberian-flagged cargo ship near Odesa [25]. Zelensky said Russia used more than 1,900 attack drones, 1,700 glide bombs and 25 missiles in the past week [24].

Assessment: The bridge strikes are unlikely to drop the spans, but they will probably continue into winter to disrupt logistics, alongside attacks on energy and ports.

2. UKRAINE / RUSSIA: Zelensky alleges a Russian "new doctrine" targeting civilian infrastructure and vows more strikes on Russian energy

Zelensky said Ukrainian intelligence obtained documents authorizing expanded Russian strikes on infrastructure, schools and hospitals. He announced faster production of the FP-7 and FP-9 missiles [26]. This claim has not been independently verified.

Assessment: A reciprocal escalation of infrastructure strikes is likely through Q4, straining US efforts to limit energy strikes.

3. MOLDOVA: Five Russian missiles and drones exploded on Moldovan territory

President Sandu said three missiles and two drones crossed into Moldova on the night of 2-3 Oct and detonated near several villages. No casualties were reported [27].

Assessment: Spillover into Moldova and NATO-member Romania will likely continue as Russia strikes Odesa Oblast.

4. UKRAINE / GERMANY: Merz in Kyiv pledges interceptor drones and support for long-range weapons

Chancellor Merz arrived on 4 Oct with defense and energy executives. German sources said the package includes thousands of interceptor drones [28].

Assessment: Germany is likely to deepen defense-industrial integration with Ukraine, with air defense the near-term priority.

5. RUSSIA / UNITED STATES: NYT reports that US-Russia peace talks may include a Lukoil asset deal

Citing the New York Times, Kyiv Independent reports that Putin raised a deal on Lukoil's global assets with envoys Kushner and Witkoff in early September [29]. This is single-source reporting.

Assessment: If confirmed, linking sanctions relief to the peace track would likely deepen European and Ukrainian concern.

6. LATVIA / BOSNIA: Elections

Exit polls in Latvia's 3 Oct election put the pro-Ukraine United List at 35%. A Russia-friendly alliance polled 10.8% [30]. Bosnia holds general elections today. The incumbent Serb presidency member is from Dodik's pro-Russian SNSD [31].

Assessment: Latvia will very likely keep its pro-Ukraine policy. An SNSD win would likely sustain Republika Srpska's secessionist pressure.

7. UKRAINE: IAEA reports drone damage to the Zaporizhzhia NPP's off-site power supply

The IAEA reported that drone strikes on 19, 20 and 27 Sep damaged the switchyard transformers that supply off-site power to the plant. It did not attribute the strikes [32].

Assessment: The plant's off-site power will likely stay fragile through winter.

area of responsibility

INDOPACOM.

1. NORTH KOREA: "Hypersonic" intermediate-range missile launched from Wonsan with Kim Jong Un watching

At about 0630 local time on 3 Oct, North Korea fired a ballistic missile into the Sea of Japan. South Korea's JCS reported a flight of more than 700 km [33]. Japan's MOD reported about 680 km with a peak altitude of about 90 km, landing outside Japan's EEZ [34]. KCNA claimed a 1,000 km flight of a "hypersonic strategic weapon system" and said Kim Yo Jong boasted of an evasive "wavelike trajectory" and AI features [33][35]. Experts suggest it was the Hwasong-16B [33].

Assessment: North Korea is likely to keep testing at a faster pace through late 2026. Its emphasis on the range discrepancy is very likely aimed at the credibility of allied missile defense.

2. KOREAN PENINSULA: Kim Yo Jong rejects blame for the DMZ mine blast and mocks Seoul's outreach

In two statements, Kim Yo Jong denied that North Korea planted the mines that wounded three ROK soldiers on 21 Sep. She called President Lee's Armed Forces Day remarks "the climax of a farce" [36]. South Korea and the UN Command attribute the mines to North Korea [35].

Assessment: Pyongyang will very likely keep rejecting dialogue. The risk of further incidents along the MDL is probably elevated.

3. PHILIPPINES / TAIWAN / CHINA: Chinese survey ship escorted by China Coast Guard in the Luzon Strait draws Philippine and Taiwanese patrols

Taiwan's CGA sent three patrol vessels to monitor the survey ship Jia Hai Ke 7 and two China Coast Guard escorts in the overlapping EEZ [37]. The PCG said the ship conducted four days of unauthorized research near submarine cable corridors and spoofed its AIS signal [38]. Manila earlier sent BRP Teresa Magbanua to challenge the ship [39].

Assessment: China is likely mapping the Bashi Channel seabed for submarine operations. Similar CCG-escorted surveys are likely to continue.

4. PHILIPPINES / TAIWAN: Ex-Taiwan CGA patrol vessel commissioned as BRP Sarangani

A retired 500-tonne Taiwanese patrol vessel was commissioned into the PCG on 2 Oct through a private foundation. It will serve in Mindanao [40].

Assessment: This is a symbolic step up in Taiwan-Philippines maritime ties. A PRC protest is likely.

5. TAIWAN: First two F-16V Block 70s delivered after a delay linked to the Trump-Xi meeting

pre-window onset

The first 2 of 66 jets landed at Chihhang Air Base after being held in Hawaii for about a month around the late-September Trump-Xi meeting [41].

Assessment: Washington is likely timing visible arms deliveries to Taiwan around its diplomacy with Beijing ahead of APEC Shenzhen in November.

6. CHINA: MFA welcomes Putin to APEC Shenzhen and declines to comment on a three-way meeting with the US

Spokesperson Guo Jiakun welcomed Putin's attendance at APEC in November and said there was "no information to offer" on a Russia-China-US meeting [42].

Assessment: Beijing likely intends to keep tensions over Taiwan and the South China Sea controlled before APEC, while gray-zone activity continues.

Collection gap: no verified daily PLA activity figures from Taiwan's MND were available for 3-4 Oct.

area of responsibility

NORTHCOM.

1. UNITED STATES / MEXICO: About 500 troops sent to the Rio Grande Valley after cartel gunfire at a Coast Guard crew (Operation Unified Resolve)

pre-window onset

NORTHCOM confirmed on 2 Oct that troops are deploying to the Rio Grande Valley to "increase patrol capacity" in support of DHS and CBP [43]. A Pentagon official said gunmen in Miguel Alemán, Tamaulipas, fired first at Coast Guard personnel on 26 Sep, and the Coast Guard returned fire [44].

Assessment: Further armed contact with Tamaulipas-based cartel cells on the river is likely, and it would raise bilateral sovereignty friction.

2. MEXICO: Navy launches a "mirror operation" along the Tamaulipas border

SEMAR deployed 159 personnel, 11 vehicles and 2 drones through the Matamoros Naval Sector. It framed the move as "cooperation without subordination" [45].

Assessment: Mexico City is likely trying to show cooperation while rejecting any unilateral US action south of the river.

3. MEXICO: Sinaloa Cartel infighting kills 12 in about 24 hours

Twelve deaths were recorded across Mazatlán, Culiacán and Ahome between 2 and 3 Oct [46]. Separately, authorities seized 1,320 kg of methamphetamine linked to "Los Mayos" [47].

Assessment: The Chapitos-Mayiza war is very likely to keep producing double-digit daily casualties and is spreading toward Mazatlán.

4. US / CANADA / BERMUDA: Debris found off Nantucket from a missing Canadian air ambulance

A Gulfstream G-100 carrying six people lost contact at about 0120 on 3 Oct after a rapid descent. The USCG located a debris field [48][49].

Assessment: This is very likely an accident with no security nexus.

5. MEXICO: Hurricane Rachel closes Los Cabos ports; the storm is tracking away

Los Cabos closed its ports and beaches and opened shelters [50]. As of 0200 MST 4 Oct, Rachel was moving WNW away from the coast with 100 mph winds [51].

Assessment: A Baja landfall is unlikely, and a DSCA requirement is very unlikely.

Collection gap: no in-window NORAD intercept reporting or significant items on Canada or the Bahamas were found.

area of responsibility

SOUTHCOM.

1. BRAZIL: General election today after the US suspends consular services over an unspecified threat

pre-window onset

On 2 Oct the US suspended consular services in Brazil, citing "security concerns." Australia closed its embassy in Brasília [52]. Brazilian Federal Police reportedly found no evidence supporting the threat. The Workers' Party accused Washington of trying to influence voters [53]. President Lula faces Senator Flávio Bolsonaro, and a runoff on 25 Oct is expected [54].

Assessment: A runoff is highly likely. The closures are likely to strain US-Brazil relations whoever wins.

2. VENEZUELA: Blackout protests escalate to occupations of utility offices and town halls

Protests over 12-15-hour daily power cuts have spread across at least seven states. Protesters have occupied Corpoelec and municipal buildings, and the National Guard has been posted at utility sites [55].

Assessment: Protests are likely to merge with demands for an election date and to pose a growing stability risk to the interim government.

3. HAITI: UN says at least 5,700 people killed or injured in gang violence in 2026

OHCHR reports at least 5,700 people killed or injured between 1 Jan and 11 Sep, more than half of them during anti-gang security operations [56].

Assessment: Scrutiny of the Gang Suppression Force's use of force is likely to increase. Violence will very likely remain at crisis levels through Q4.

4. DOMINICAN REPUBLIC / HAITI: DR bars Haiti from its stadiums after fan clashes

The DR's sports minister banned Haiti's national team from Dominican stadiums after fans forced their way through gates during a 1 Oct match [57].

Assessment: The incident is likely to inflame nationalist sentiment amid existing trade and migration tensions.

5. COLOMBIA: FARC dissident drone attack kills a soldier in Huila

An explosive-laden drone attack in rural Neiva killed one soldier. The army attributed the attack to Iván Mordisco's dissidents. EFE reported at least 11 ELN drone attacks in Chocó during the same week [58].

Assessment: Drone use by armed groups is very likely to keep rising and to remain the main cause of military casualties.

Collection gap: no SOUTHCOM "Lethal Kinetic Strike" release dated in the window was found (the latest found is 19 Sep). That does not confirm that no strike occurred.

sources

58 sources, cited in ICD 206 style.

This report draws on 58 open-source items published or updated between 2 and 4 October 2026. They include international wire services (Reuters, AP, EFE, Yonhap) accessed through syndicating outlets, international broadcasters (Al Jazeera, Euronews), regional press in the affected areas (Kyiv Independent, Dawn, Focus Taiwan/CNA, Times of Israel, Infobae, El Pitazo), one think tank (CTP-ISW), and official releases (PRC Ministry of Foreign Affairs, NOAA NHC). Reporting on major events (DPRK launch, Ukraine strikes, Hormuz, Mekelle) is corroborated by multiple independent outlets. Casualty and battlefield claims from belligerents (Houthis, Saudi-led coalition, Ethiopian federal forces) are single-party claims and are unverified. Several items rest on state-originated information: KCNA (DPRK), Nournews and Iran's judiciary (Iran), and the PRC MFA. Al Jazeera is Qatari state-funded and Anadolu is Turkish state-run; both are flagged where used. Direct access to Reuters, AP, BBC, Guardian, ISW, NHK and Japan Times was blocked during collection, which leaves likely gaps in coverage of the Sahel, Iraq, Syria, Lebanon and PLA activity around Taiwan.
