bottom line up front

NORTHCOM: Hurricane Isaias reached 110 mph overnight and is expected to become a major hurricane this morning before a high-end Category 2 landfall between Ocean Springs, Mississippi, and the Florida Panhandle tonight or early Saturday. The Air Force flew aircraft out of Tyndall, Eglin, Hurlburt and Keesler, Eglin ordered a limited evacuation, and NAS Pensacola set HURCON 1. [56][57][58][59][61]

CENTCOM: President Trump said the US will not attack Iran before the 3 Nov midterms, even as the New York Times reports a drafted three-day strike plan and Treasury sanctioned 17 more shadow-fleet tankers. Two Houthi-claimed attacks on Riyadh's airport killed three Saudis, including a Saudia pilot. [14][20][23][24]

EUCOM: A Russian glide bomb hit two buses in Kramatorsk, killing at least 30, and a drone attack on an energy facility blacked out most of Kyiv. A Ukrainian delegation meets US envoys in Miami today. [30][31][33][36]

AFRICOM: Ethiopian drones struck Eritrean troops near Adigrat, and witnesses say Eritrean forces are pulling back north. The UN Security Council renewed the Darfur arms embargo after Russia and China blocked extending it to all of Sudan. [1][4][5]

INDOPACOM: A China Coast Guard ship used its water cannon and held up a Philippine medical evacuation at Second Thomas Shoal for hours. The two Koreas clashed at the UN over the DMZ mine blasts on the eve of North Korea's party anniversary, and South Korea tested its first homegrown hypersonic glide vehicle. [41][45][47]

SOUTHCOM: The first runoff Datafolha poll has Flávio Bolsonaro at 49% and Lula at 45%. US prosecutors added a torture conspiracy charge against Maduro, and Haiti formally launched the Gang Suppression Force. [69][72][75]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. ETHIOPIA / ERITREA: Ethiopian drones hit Eritrean troops near Adigrat; witnesses say Eritrean forces are pulling back

Euronews, citing AFP and ACLED, reports multiple drone strikes overnight 7–8 Oct on Eritrean troops and ammunition near Adigrat, attributed to the Ethiopian army. Witnesses said Eritrean lorries had been destroyed and troops appeared to be retreating north [1]. A Tigray Peace Force commander told AP that Eritrean personnel entered Adigrat on Tuesday and Idaga Hamus on Wednesday [2]. Eritrea's information minister declined to confirm or deny the crossings and accused Ethiopia of "openly working to bring about regime change in Eritrea" [3]. Critical Threats also reports Fano fighters took Mehal Meda in Amhara on 7 Oct, adding pressure on federal supply lines [4].

Assessment: Direct Ethiopian strikes on Eritrean forces mark a significant escalation. A wider interstate conflict in the coming weeks is a roughly even chance, and further drone strikes in eastern Tigray are likely.

2. SUDAN: Security Council renews Darfur arms embargo; Russia and China block extending it nationwide

The Council unanimously adopted Resolution 2830, extending the Darfur sanctions regime to 11 December and the Panel of Experts to 11 January 2027 in what the UN called a "technical rollover." Russia and China opposed a US proposal to widen the embargo to all of Sudan [5].

Assessment: A nationwide embargo is very unlikely before the December renewal given Russian and Chinese opposition.

3. SUDAN: WHO says Darfur health needs are "critical"; rebel-held areas report about six deaths a day

WHO says Tawila shelters more than 700,000 displaced people and its 2026 Sudan health appeal is about USD 75 million short [6]. The civil administration aligned with SLM-AW says deteriorating conditions in Jebel Marra and nearby areas kill about six people a day, amid measles, dengue, cholera and mpox outbreaks [7].

Assessment: Mortality in Darfur displacement areas will very likely rise through the rainy-season tail without a large funding increase.

4. DRC / KENYA: WHO counts 8,728 Ebola cases; Kenya's second suspected case tests negative

WHO's 8 Oct update, with data to 6 Oct, reports 8,728 confirmed cases and 4,205 deaths across 64 health zones in seven provinces. North Kivu has 1,755 cases and the highest case fatality ratio, 57.7% [8]. A suspected patient in Kenya's Wajir County tested negative in preliminary results, leaving Kenya's single confirmed case, the death in Nairobi on 6 Oct [9].

Assessment: Spread in North Kivu will very likely continue. Further suspected cases in Kenya and Uganda are likely, though the negative Wajir result lowers the near-term chance of a confirmed second Kenyan case.

5. NIGERIA: About eight soldiers reported killed as troops repel ISWAP attack in Borno

ISWAP fighters attacked a 101 Special Forces Battalion base in Kukawa from four directions. The military says more than 25 militants were killed and acknowledged soldier deaths without a number; SaharaReporters put the toll at eight [10].

Assessment: ISWAP attacks on forward bases around Lake Chad will very likely continue at this tempo.

6. SOUTH AFRICA: Anti-migrant protests turn violent in Soweto and Durban

Protests against a Constitutional Court ruling on asylum applications turned violent on 8 Oct. Police said 24 vehicles were torched and three people arrested, and foreign-owned shops were looted in Durban [11].

Assessment: Further xenophobic violence in Gauteng and KwaZulu-Natal is likely in the coming days.

7. MALI: Army and Russian Africa Corps retake Kidal after separatists withdraw

pre-window onset

A convoy of about 120 vehicles entered Kidal on 6 Oct without resistance after the FLA announced a "strategic and controlled withdrawal" it calls temporary [12]. Critical Threats assesses Algeria likely facilitated the operation and expects a push toward Tinzaouaten next [4].

Assessment: Malian forces will likely try to extend control north, and FLA or JNIM attacks on the Kidal garrison are likely within weeks.

8. DRC: Fragile calm around Ngungu and Kasaki after another day of fighting

M23 and the army with allied Wazalendo militias fought near Ngungu and Kasaki in Masisi through 8 Oct before gunfire stopped in the evening. M23 still holds both localities [13].

Assessment: Renewed fighting in Masisi within 72 hours is likely.

Collection gap: no in-window reporting for Somalia, Burkina Faso, Niger or Mozambique. No Sudan front-line changes were found.

area of responsibility

CENTCOM.

1. SAUDI ARABIA / YEMEN: Three Saudis, including a Saudia pilot, killed in Houthi-claimed attacks on Riyadh airport

Saudi civil aviation authorities say King Khalid International Airport was hit twice on 8 Oct, once on airport facilities and once on a parked Saudia aircraft with no passengers. Three Saudi nationals were killed and several people injured [14]. Saudia named one of the dead as Captain Hamoud Ali al-Kalthami [15]. The coalition said it intercepted two ballistic missiles aimed at Riyadh, and Lufthansa Group suspended Riyadh flights through 16 Oct [16]. The Houthis also told staff to leave Saudi oil facilities [17]. Times of Israel calls it the deadliest attack in Saudi Arabia since the Saudi-backed offensive in Yemen began [18].

Assessment: Houthi strikes on Saudi airports and possibly oil facilities will very likely continue. Heavier Saudi strikes on Houthi leadership targets are likely.

2. SAUDI ARABIA / US: US Mission restricts staff use of Riyadh airport

US government employees now need special authorization to use King Khalid International Airport and several regional airports, and are barred from travel within 20 miles of the Yemen border [19].

Assessment: Further US travel restrictions in the kingdom are likely if attacks continue.

3. IRAN / US: Trump rules out striking Iran before the midterms

Trump posted that the US "will not be attacking Iran at any time prior to the midterm elections" on 3 Nov, citing "productive discussions," and said the blockade "will remain in full force and effect" [20]. Israel's Channel 12 reported that US officers told the IDF chief to prepare for a massive attack within three weeks, and that he warned it could force postponement of Israel's 27 Oct election [21]. Iran's nuclear chief said Iran "will not abandon" enrichment [22].

Assessment: A US strike before 3 Nov is now unlikely. The pledge leaves a strike window after the midterms open, and Israeli preparations suggest planning continues.

4. IRAN / US: New York Times reports a drafted three-day strike plan

Secondary reporting of a New York Times story says the Pentagon drafted, at Trump's direction, a roughly three-day campaign against Iran's missile and drone forces, energy facilities and IRGC headquarters. The Theodore Roosevelt carrier strike group is heading to the region [23][18].

Assessment: The plan is likely a ready option rather than a decision. Further US force movements toward the region are likely.

5. IRAN: Treasury sanctions 17 shadow-fleet tankers

Treasury designated 17 tankers and 17 companies under "Operation Economic Outcast" and says the action "effectively neutralizes the vast majority of Iran's remaining shadow fleet network" [24].

Assessment: Iranian oil exports will likely fall further, and Iran is likely to shift to smaller or reflagged vessels.

6. IRAN / STRAIT OF HORMUZ: Iranian state TV reports explosions, possibly tankers hitting mines

Iranian state broadcaster IRIB, citing military sources, reported several powerful explosions in the southern Strait of Hormuz on 8 Oct and said tankers on "unauthorized" routes may have struck naval mines. No ships, casualties or damage were named [25]. UAE-based reporting carried the claim without independent confirmation [26].

Assessment: The report is unconfirmed. If mines are present, insurers will very likely raise rates again and traffic through the strait will likely fall further.

7. IRAQ: Government devalues dinar to 1,500 per dollar, citing Hormuz closure

Prime Minister Ali Al-Zaidi told parliament's leadership the new rate was needed because oil exports had stopped with the strait closed. The state needs about 10 trillion dinars a month [27].

Assessment: The devaluation will likely fuel protests over prices and salaries in the coming weeks.

8. SYRIA / YEMEN: Damascus denies it will send troops to Yemen

A Syrian defence source said "there is currently no movement of Syrian forces toward Yemen," following a US report that Riyadh and Damascus discussed a deployment [28].

Assessment: A Syrian deployment to Yemen in the near term is unlikely, though quieter Syrian support to Saudi Arabia remains possible.

9. GAZA: Health ministry reports four killed in 24 hours

The Hamas-run health ministry reported 4 killed and 28 wounded in the previous 24 hours, and 1,471 killed since the October 2025 ceasefire [29].

Assessment: Low-level Israeli fire along the ceasefire line will very likely continue.

Collection gap: no UKMTO confirmation of the Hormuz explosions and no Iranian government reaction to the Trump pledge. US Embassy alerts for Iraq and Jerusalem dated 8 Oct did not load. Egypt, Jordan, Afghanistan and Central Asia were not covered.

area of responsibility

EUCOM.

1. UKRAINE: Russian glide bomb hits two buses in Kramatorsk, killing at least 30

Ukraine's emergency service says a glide bomb struck two minibuses in Kramatorsk on the morning of 8 Oct, killing 33 people; the Donetsk governor reported 22 injured [30]. Wire reporting gives at least 30 dead [31]. Public transport in Kramatorsk and Sloviansk was halted. Zelensky said the strike "will not go without our response" and gave the final toll from the 7 Oct strike on Pryluky as 22 dead, including five children [32].

Assessment: Russian glide-bomb strikes on Donetsk front-line cities will very likely continue, and civilian tolls of this scale are likely to recur.

2. UKRAINE: Drone attack on energy facility leaves most of Kyiv dark

By the evening of 8 Oct most Kyiv neighbourhoods had lost power, the metro was shut and water supply was disrupted in four districts. The mayor said daytime drone strikes killed four people and injured at least 19 [33]. Russia launched 142 attack drones overnight into 8 Oct, of which 126 were downed or suppressed [30].

Assessment: Russia is very likely beginning a sustained winter campaign against Kyiv's energy system, and further outages are highly likely.

3. RUSSIA: Ukrainian drones reportedly hit Omsk refinery and a missile-fuel plant in Tver

Omsk's governor confirmed a drone attack on 8 Oct about 2,500 km from the border, with Russia's largest refinery the reported target [34]. Russian Telegram channels reported explosions overnight near the Redkino plant in Tver Oblast, which makes cruise missile fuel components; this is unverified [35].

Assessment: Ukraine will likely keep extending deep strikes to targets far east of Moscow. The Omsk strike shows growing long-range capability.

4. UKRAINE / US: Kyiv delegation meets Trump envoys in Miami

Rustem Umerov and Kyrylo Budanov lead a delegation meeting Steve Witkoff and Jared Kushner for two days of talks on energy and Black Sea ceasefire proposals. Zelensky rejected Rubio's view that a settlement is out of reach and hinted at secret US-Russia economic talks [36].

Assessment: A limited energy or maritime arrangement is a realistic possibility. A broader ceasefire in the coming weeks is unlikely.

5. UNITED KINGDOM: Royal Navy intelligence specialist in court on Russia spying charges

Teddy Young, 24, is the first UK service member charged under the National Security Act 2023. He is accused of trying to pass information gathered on a warship to Russia via the dark web [37].

Assessment: Russian recruitment of junior Western military personnel online will very likely continue.

6. UNITED KINGDOM / GERMANY: Burnham and Merz agree to counter Russian sabotage jointly

On his first Berlin visit, Prime Minister Burnham agreed with Chancellor Merz to share information and coordinate monitoring of sabotage, cyber and hybrid threats [38].

Assessment: The agreement likely deepens Anglo-German intelligence cooperation but will not quickly reduce the threat.

7. LITHUANIA: Kaliningrad border deployment aimed at mobilisation dodgers; Vilnius seeks EU grain transit ban

Lithuania's interior minister says up to 100 soldiers deployed to the Kaliningrad border through 16 Oct are a precaution against Russian men fleeing possible mobilisation, and that the threat level is unchanged [39]. The prime minister said Lithuania will propose an EU ban on Russian grain transit [40].

Assessment: The explanation suggests Vilnius expects a new Russian mobilisation wave. An EU grain transit ban is unlikely to win quick consensus.

Collection gap: no ISW front-line assessment was retrieved, and no Moldova, Caucasus or Balkan security items were confirmed in window.

area of responsibility

INDOPACOM.

1. PHILIPPINES / SOUTH CHINA SEA: China Coast Guard water cannon delays medical evacuation at Second Thomas Shoal

On 8 Oct a China Coast Guard ship activated its water cannon at about 0730 local as BRP Cabra approached to evacuate a sick sailor from BRP Sierra Madre. China rejected the proposed rendezvous point and held Cabra about 13 nm away for hours before the patient was transferred at about 1515. Three Chinese coast guard ships, a militia vessel and a PLA Navy warship were present [41].

Assessment: Chinese obstruction of Second Thomas Shoal resupply and medical missions will very likely continue, and a collision or direct water-cannon hit in the coming weeks is likely.

2. PHILIPPINES / FRANCE: Senate approves visiting forces agreement with France

The Senate voted 17 in favour of ratifying the Status of Visiting Forces Agreement with France, the Philippines' first with a European country [42].

Assessment: French deployments and exercises in the Philippines will likely increase once the agreement enters into force.

3. PHILIPPINES: ICC finds Duterte fit for trial

An ICC trial chamber ruled that former President Duterte is fit to stand trial, with proceedings set to begin 30 November [43].

Assessment: The ruling will likely sharpen the Duterte-Marcos political rift ahead of the trial.

4. NORTH KOREA: Low-key run-up to the 10 Oct party anniversary

Pyongyang held concerts and received a flower basket from China's ambassador on behalf of the Chinese Communist Party. Satellite imagery showed military vehicles at Mirim Airport, but preparations looked smaller than for past parades, and Seoul officials said they will wait and see whether a parade takes place [44].

Assessment: A large military parade on 10 Oct is unlikely. A smaller event or a weapons display remains possible.

5. KOREAS: Two Koreas clash at the UN over the DMZ mine blasts; another mine washes up near Incheon

South Korea's ambassador told the UN First Committee that a joint investigation with the UN Command found the blast was caused by a mine "deliberately planted by DPRK forces south of the Military Demarcation Line." North Korea called its border work a lawful exercise of sovereignty, and Kim Yo Jong called Seoul's account a "self-composed farce" [45]. A Marine Corps team destroyed a suspected North Korean mine found on Jumun Island on 8 Oct [46].

Assessment: DMZ friction will very likely stay high through the anniversary period. A deliberate North Korean border provocation in the next 72 hours is a realistic possibility.

6. SOUTH KOREA: First homegrown hypersonic glide vehicle test

pre-window onset

South Korea's Agency for Defense Development conducted the first test of a hypersonic glide vehicle on 8 Oct, observed by President Lee. Authorities said it separated from its booster, maneuvered and hit its target; range and speed were not disclosed [47].

Assessment: North Korea will likely cite the test to justify its own missile activity.

7. TAIWAN / US: Suspect accused of surveilling President Lai's son ordered held; Taipei condemns Beijing's election pressure

A US magistrate ordered Zhang Wanying held without bond on charges of acting as an unregistered agent of China by surveilling Lai Ting-yu's family in Seattle [48]. Taiwan's Mainland Affairs Council condemned a PLA-linked account's warning to a TV host who appeared at a Taipei mayoral campaign event [49].

Assessment: Beijing will likely increase pressure on Taiwanese public figures ahead of local elections.

8. TAIWAN: 228 foreign guests for National Day; European Parliament backs Taiwan

Taiwan's foreign ministry said 228 foreign guests will attend 10 Oct events, including Eswatini's king [50]. The European Parliament adopted a recommendation saying the EU "has never endorsed China's 'one China' principle" and calling for a continuous European naval presence in the region [51].

Assessment: Beijing will very likely condemn President Lai's National Day speech. Increased PLA activity around Taiwan in the following days is a realistic possibility.

9. JAPAN / CHINA: Protocol dispute over how Beijing refers to Prime Minister Takaichi

Tokyo asked Beijing to "show appropriate respect" after a Chinese spokesman referred to Takaichi by name only [52]. Chinese state media rejected the complaint and blamed Takaichi's Taiwan remarks [53].

Assessment: Sino-Japanese relations will likely stay strained ahead of APEC.

10. MYANMAR / MALAYSIA: Rights group links Malaysian firms to junta air force supply chain

Justice For Myanmar named three Malaysian aerospace firms that it says supplied or sought to supply aircraft parts or repairs to the Myanmar military or its brokers, released during Min Aung Hlaing's visit to Malaysia [54].

Assessment: The findings will likely increase pressure on ASEAN over engagement with the junta but are unlikely to change Malaysian policy soon.

11. SOUTH KOREA / CHINA: CrowdStrike links bank hacks to a China-based actor using AI tools

CrowdStrike assesses with moderate confidence that a financially motivated Chinese speaker in Guangdong hacked at least nine South Korean banks since late September, using a Chinese penetration-testing tool together with commercial AI models. Shinhan Bank says about 25,000 customers' data was compromised [55].

Assessment: The case will likely accelerate South Korean financial-sector cyber regulation.

Collection gap: no Taiwan defence ministry PLA counts were retrieved. No India, Thailand-Cambodia or Australia items were found in window. Whether North Korea conducted any launch in the window could not be confirmed.

area of responsibility

NORTHCOM.

1. UNITED STATES: Isaias nears major hurricane strength ahead of a high-end Category 2 landfall tonight or early Saturday

NHC Advisory 11 (0900Z) placed Isaias about 200 miles south-southeast of the mouth of the Mississippi River, moving north-northeast at 15 mph with 110 mph winds. It is likely to become a major hurricane this morning and weaken slightly before landfall. A Hurricane Warning covers Ocean Springs, Mississippi, to the Bay/Gulf county line, Florida. Peak surge of 5 to 7 feet is forecast from Dauphin Island to Indian Pass [56]. The forecaster warns that slower weakening could bring a stronger storm ashore and that long-duration power outages are possible in the Panhandle, southern Alabama and southern Mississippi [57].

Assessment: Isaias will very likely make landfall near the Alabama-Florida border as a strong Category 2 hurricane. A Category 3 landfall is a realistic possibility, and significant damage to Panhandle installations is likely.

2. UNITED STATES: Air Force flies aircraft out of Panhandle and Mississippi bases; Eglin orders limited evacuation

Tyndall began flying out its F-35s, Eglin flew out airworthy test and fighter aircraft, and Hurlburt's 1st Special Operations Wing began moving AC-130s and MC-130s [58]. Eglin's commander ordered a limited evacuation of personnel and dependents in Okaloosa County Zones A and B [59]. Keesler's 403rd Wing moved its airlift and Hurricane Hunter aircraft to Joint Base San Antonio and will keep flying Isaias missions from there [60].

Assessment: Air operations from Panhandle bases will very likely be suspended for several days after landfall.

3. UNITED STATES: NAS Pensacola and Corry Station set HURCON 1

Only mission-essential personnel are to report on 9 Oct. The base's West Gate closes at noon, closing the National Naval Aviation Museum [61][62].

Assessment: NAS Pensacola is likely to face significant surge impact given the forecast.

4. UNITED STATES: Florida activates about 5,000 Guardsmen; evacuations expand

About 5,000 Florida National Guard members are pre-staging with high-water vehicles, boats and route-clearance equipment [63]. Alabama ordered non-residents out of Gulf Shores, Orange Beach and Dauphin Island, and about 63% of Gulf oil production was shut in [64]. Mandatory evacuations are in place in Walton County, with orders in Okaloosa and Escambia [65].

Assessment: A federal emergency or major disaster declaration for Florida and Alabama is highly likely within days of landfall.

5. MEXICO: Hurricane Simon forecast to reach Category 4 before striking Jalisco and Colima

NHC Advisory 8 placed Simon about 220 miles south of Manzanillo with 90 mph winds. It is forecast to become a "dangerous Category 4 hurricane by Saturday," with a Hurricane Warning from Punta San Telmo to Punta Mita and rain totals of up to 25 inches [66].

Assessment: A major hurricane landfall on Mexico's Pacific coast on 10 or 11 Oct is likely. Mexican military disaster deployments are very likely.

6. MEXICO: Sheinbaum orders probe of alleged cartel members fighting in Ukraine; rejects US cartel-link claims

Sheinbaum said the Security Cabinet is checking videos of men claiming links to the Sinaloa and Jalisco cartels fighting for Ukraine, and said they "son reclutados" [67]. She said there is no evidence that firms sanctioned by the US are linked to criminal groups [68].

Assessment: US-Mexico friction over sanctions designations will likely persist. Reports of cartel interest in drone training will likely draw US scrutiny.

Collection gap: NHC's 1200Z intermediate advisory was not yet out at production. No federal emergency declaration, Mississippi or Louisiana Guard activations, or US border items were found.

area of responsibility

SOUTHCOM.

1. BRAZIL: First runoff Datafolha poll puts Flávio Bolsonaro ahead of Lula

Datafolha shows Flávio Bolsonaro at 49% and Lula at 45%, or 52% to 48% of valid votes, a technical tie at the edge of the margin. Lula's rejection rate is 46% and Flávio's 43% [69][70]. Podemos endorsed Flávio, and Lula's campaign is reorganizing its digital communications [71]. Sources differ on fieldwork dates.

Assessment: The 25 Oct runoff will likely remain close. Polarization and disinformation will very likely intensify.

2. VENEZUELA / US: Prosecutors add torture charge against Maduro; Flores denied bail

Federal prosecutors in New York filed a second indictment adding conspiracy to torture US citizens to the narcotics and weapons charges against Maduro and Cilia Flores, with trial set for June 2027 [72]. A judge denied Flores release or house arrest [73]. The State Department said the transition must go beyond elections: "No queremos ver solo una elección, queremos ver una república duradera" [74].

Assessment: Washington will likely keep prioritizing stability and economic opening over early elections.

3. HAITI: Gang Suppression Force formally launched; more than 8,000 displaced in Gros-Morne

Prime Minister Fils-Aimé formally launched the Gang Suppression Force at the Vertières base in Tabarre, saying "the State must retake control of its territory" [75][76]. IOM says clashes on 28 Sep displaced 8,486 people in Gros-Morne [77]. AP reports the UN panel found a Cité Soleil municipal commissioner installed in May is an active gang member [78].

Assessment: The force's launch is unlikely to reduce gang violence quickly. Gang expansion in Artibonite will likely continue.

4. CUBA / US: US report says Cuban medical workers abroad fell sharply; Havana calls fuel seizures "piracy"

The State Department's 2026 trafficking report keeps Cuba at Tier 3 and says Cuban workers abroad fell from about 24,000 to 15,000–18,000 [79]. Cuba's deputy foreign minister called the US seizure of Cuba-bound biodiesel "piratería y pillaje" [80].

Assessment: Cuba's hard-currency shortage will likely deepen as medical-mission income and fuel imports fall.

5. ECUADOR: Two US MQ-9 Reapers operating over Colombian border; joint operation dismantles Los Lobos cocaine network

Ecuador's defence ministry confirmed two US MQ-9 Reapers are operating to cover the 732 km border with Colombia [81]. An Ecuador-Spain operation made 21 arrests, including two serving police officers and an alleged financier of the Los Lobos leader, and seized about 2.1 tonnes of cocaine [82].

Assessment: US surveillance support to Ecuador will likely expand, and retaliatory violence by Los Lobos is likely.

Collection gap: no Colombia or Peru items were confirmed in window, and no new US boat strike was found. Haitian Times was blocked.
