bottom line up front

CENTCOM: The Houthis fired at Riyadh for a third straight day, and the Houthis say Saudi airstrikes hit areas they control. Britain sent air defences to Saudi Arabia, and the Saudi energy minister promised an "equally serious" response. Riyadh's airport stays closed until 17 Oct. Trump says the midterms won't change his Iran policy, while the WSJ reports Iranian officials hinting at land incursions if US strikes resume. [18][19][21][22][25]

EUCOM: The Kremlin declined to endorse Trump's energy ceasefire, and Russian strikes continued, killing four in Kharkiv region. Ukrainian officials say Washington threatened to cut intelligence and arms deliveries if Kyiv hits Russian energy. The EU approved about 1,600 new Russia listings, and two merchant ships were hit by drones off Bulgaria, one of which sank. [35][39][41][45][50]

AFRICOM: Former DRC president Joseph Kabila was named head of a new armed front that says it replaces the AFC/M23 rebel alliance. Egypt effectively acknowledged the strikes on Sudanese gold miners, and Sudan's army chief ordered an inquiry. Ethiopian forces entered Adwa after Tigrayan fighters withdrew. [1][5][6][11]

INDOPACOM: North Korea says Monday's launch tested a "tactical ballistic missile" with an upgraded "core element," and Kim opened a new weapons museum. Trump said he "may" meet Kim during his Asia trip. China sanctioned ministers from Belize and Paraguay, two of Taiwan's allies. [61][62][63][68]

NORTHCOM: Hurricane Simon weakened to Category 2 and is stalled off Cabo Corrientes; it is now forecast to pass near Mazatlán early Thursday. Florida Panhandle power restoration slipped to Tuesday, and Hurlburt families were cleared to return. The Army is moving hundreds more troops to the Rio Grande Valley. [79][81][84][88][89]

SOUTHCOM: Panama's quake damaged more than 1,100 homes and collapsed nine bridges, and Joint Task Force-Bravo helicopters are flying damage assessments. Colombia bombed a FARC dissident camp in Catatumbo, and Cuba opened its oil sector to foreign investors. [92][96][97]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. DRC: Kabila named head of a new armed front that says it replaces the AFC/M23

A declaration dated 12 Oct in Goma says the new Front pour la refondation de la Nation (FRN) "succeeds by right" the AFC and will fight the Tshisekedi government "by all means, including force" [1]. Signatories named former president Joseph Kabila president, with AFC leader Corneille Nangaa and M23's Bertrand Bisimwa as vice-presidents and M23 commander Sultani Makenga as chief of staff [2]. The declaration announces no offensive and accuses Kinshasa of breaking its Doha commitments [1].

Assessment: Kabila's leadership gives the rebellion a national political face and very likely ends any near-term prospect for the Doha process. Kinshasa will likely respond with arrests of Kabila-aligned figures and media bans.

2. DRC: M23 and Wazalendo clash in South Kivu; CODECO attacks displacement site in Ituri

AFC/M23 and Wazalendo militias fought for a second day in Kaziba, Walungu territory, about 60 km from Bukavu, displacing civilians [3]. CODECO militiamen attacked the Rhoo displacement site in Djugu on 12 Oct, killing at least four, before UN peacekeepers repelled them [4].

Assessment: Fighting south of Bukavu will likely intensify following the FRN announcement.

3. SUDAN / EGYPT: Egypt effectively acknowledges strikes on gold miners; Burhan orders inquiry

Egypt's military said on 12 Oct it had launched a "third phase" of an operation against illegal gold-mining networks on the Sudan border, after dropping warning leaflets [5]. Sudan's army chief Burhan ordered a fact-finding committee and promised to publish its findings; a June inquiry into a similar strike was never published [6]. A gunman killed two Egyptian truck drivers south of Khartoum the same day, and local press reports, unconfirmed, link the shooting to revenge for the strikes [7].

Assessment: Cairo's statement makes Egyptian responsibility for the strikes highly likely. Burhan is unlikely to confront Egypt, his main foreign backer, but popular anger against Egyptians in Sudan is likely to grow.

4. SUDAN: Famine monitor warns drought is worsening risk in Darfur and Kordofan

The IPC said an El Niño drought affecting about half the country "is compounding the impacts of conflict and displacement." Two South Darfur camps recorded acute malnutrition above the famine threshold [8]. The SLM-AW authority in Jebel Marra reports 1,852 malnutrition deaths, a figure that is not independently verified [9].

Assessment: Excess deaths in Darfur and Kordofan will very likely rise through the end of the year.

5. SUDAN: Civilian anti-war bloc presents peace roadmap to mediators

Civilian anti-war groups met the AU-IGAD-Arab League-EU-UN mechanism in Addis Ababa on 12 Oct. They proposed an immediate humanitarian truce, a nationwide arms embargo and sanctions on gold-linked war financing [10].

Assessment: The roadmap is unlikely to gain traction with either army without sustained outside pressure.

6. ETHIOPIA / ERITREA: Federal forces enter Adwa after Tigrayan fighters withdraw

Federal troops and allied militia entered Adwa, about 40 km from the Eritrean border, on 11 Oct, a day after TPLF fighters left. Residents reported looting, including at the town's hospital. Ethiopian Airlines resumed flights to Mekelle [11]. Somalia said it is "neutral" in the Ethiopia-Eritrea dispute [12].

Assessment: Addis Ababa is consolidating control along the Eritrean border, which likely raises the risk of direct contact with Eritrean forces.

7. SOUTH AFRICA: Unrest suspects in court; deputy police chief resigns

Two alleged instigators of the Durban unrest were granted bail on 12 Oct and fifteen others appeared in court [13]. A civic movement urged the KwaZulu-Natal premier to withdraw his call for troops [14]. Suspended deputy national police commissioner Shadrack Sibiya resigned as his disciplinary hearing was due to begin [15].

Assessment: Anti-migrant tension in KwaZulu-Natal will likely persist through the 4 Nov elections.

8. DRC / KENYA: Ebola cases near 9,000; Kenya reports no new cases

DRC health authorities report 8,978 cases and 4,336 deaths. Kenya says it has had no new cases since its first patient died, with all 293 samples tested negative [16].

Assessment: Kenya has likely contained its imported case for now, though further importations are likely while the DRC outbreak grows.

9. SOMALIA: Supreme Court takes up opposition challenge to new constitution

The court accepted an opposition lawsuit challenging the new constitution and the extended terms of state institutions [17].

Assessment: The case will likely prolong the dispute over Somalia's electoral timetable.

Collection gap: no in-window reporting for the Sahel, Libya or Mozambique, and no RSF or Kordofan front-line items. BBC Africa was blocked.

area of responsibility

CENTCOM.

1. SAUDI ARABIA / YEMEN: Houthis fire at Riyadh for a third straight day

The Saudi-led coalition said it destroyed three Houthi ballistic missiles on 12 Oct, one aimed at Riyadh and two at Khamis Mushait. The Houthis said they targeted King Khalid International Airport and warned that every Saudi airport except Mecca and Medina is "unsafe" [18]. Energy Minister Prince Abdulaziz bin Salman said "our response must be equally serious." A NOTAM keeps Riyadh's airport closed until 17 Oct, and Dawn counts 18 killed in under a week [19]. Trump said "the Houthis are misbehaving very badly" but gave no sign of US intervention [20].

Assessment: Houthi strikes on Saudi airports will very likely continue this week. A Saudi campaign against Houthi leadership is likely.

2. YEMEN: Houthis report Saudi airstrikes; heavy fighting in Taiz

Houthi media said Saudi airstrikes hit Kamaran Island, an area northwest of Hodeidah and Jawf province; Riyadh has not commented [21]. Military sources said more than 60 people were killed in 24 hours of fighting in Taiz [19].

Assessment: Saudi Arabia is likely moving from defence to direct strikes on Houthi territory.

3. SAUDI ARABIA / UK: Britain sends air defences to Saudi Arabia

Prime Minister Burnham confirmed the UK has deployed air defence systems and a Voyager tanker aircraft to Saudi Arabia to help counter Houthi attacks and "protect civilians" [22].

Assessment: Further Western air defence deployments to the kingdom are likely if attacks continue.

4. IRAN / US: Trump says midterms won't change Iran policy; WSJ reports Iranian threats of land incursions

Trump said on 12 Oct the midterms would not affect his Iran policy and predicted the war would end "very soon." Iran's deputy foreign minister said Tehran is finalising its reply to the US [23]. The Wall Street Journal, cited by Iran International and Times of Israel, reports Iranian officials privately hinted at sending forces into neighbouring countries if US strikes resume, and that satellite imagery shows nuclear and border sites being fortified [24][25].

Assessment: Iran is likely preparing for strikes after the midterms. Its threat of land incursions is likely meant to deter Gulf states from supporting the US.

5. GULF SHIPPING: IRGC says it set a tanker on fire; 12 ships attacked in a week

The IRGC said it struck and set fire to an unnamed tanker in the Strait of Hormuz on 12 Oct that "had turned off its navigation system and ignored our warnings" [26]. Iran International counts 12 attacks on commercial ships around Hormuz between 5 and 11 Oct, with traffic about 75% below pre-conflict levels [27].

Assessment: Iran is very likely enforcing its own transit regime by force, and attacks on non-compliant ships will very likely continue.

6. ISRAEL / LEBANON: Hezbollah munition kills teenager on school hike

Ordnance exploded on 12 Oct among an ORT Ma'alot school group near the Lebanon border, killing a 14-year-old and injuring 24. The IDF said it "was likely a cluster bomb belonging to the Hezbollah terror organization" [28]. Al Jazeera says the army is still examining whose munition it was [29].

Assessment: Unexploded ordnance will likely remain a hazard in the north, and the incident will likely feature in the election campaign.

7. ISRAEL: Trump avoids endorsing Netanyahu before the 27 Oct election

Trump sidestepped endorsing Netanyahu three times in a Time interview and said of rival Gadi Eisenkot, "I don't hear bad things" [30].

Assessment: Trump's hedging likely weakens Netanyahu's central campaign message of close ties with Washington.

8. GAZA: Ceasefire reaches one year as deaths continue

Two men were killed in a strike near a mosque in al-Mawasi on 12 Oct. The health ministry counts 1,493 killed since the ceasefire, and aid trucks are entering at about a third of the agreed rate [31].

Assessment: Low-level Israeli fire will very likely continue, and humanitarian conditions are unlikely to improve before the election.

9. PAKISTAN: Mass arrests of PTI supporters in Khyber Pakhtunkhwa

Police arrested about 140 PTI workers in Swabi and others across the province, and mobile and internet service was suspended in Swabi [32]. The prime minister formed a committee under Deputy PM Ishaq Dar to oversee the province, and parliament was summoned to endorse the emergency on 13 Oct [33].

Assessment: Parliament will very likely endorse the emergency. Unrest in the province will likely continue, though the PTI's capacity to mobilize appears limited.

10. IRAQ: US envoy says relations moving toward economic partnership

US envoy Tom Barrack said Washington is shifting to a relationship with Baghdad based on "economic cooperation and shared interests," less than two weeks after the coalition mission ended [34].

Assessment: The US is likely reducing its security role in Iraq while keeping economic leverage.

Collection gap: the vessel struck by the IRGC was not named, and the WSJ report was not read in the original. No Syria, Egypt, Jordan or Afghanistan items were found.

area of responsibility

EUCOM.

1. RUSSIA / UKRAINE / US: Kremlin declines to endorse the energy ceasefire

Kremlin spokesman Peskov said only that "Contacts are ongoing," added that "we do not want a ceasefire," and rejected Zelensky's proposal for a 60-day election truce [35]. Zelensky said Russia had struck at least six energy facilities since the truce was declared and that Kyiv had made no strikes on Russian refineries [36]. Trump insisted "they agreed" and spoke of "violations on both sides" [37][38].

Assessment: Russia is very unlikely to honor the energy ceasefire. The arrangement will likely constrain Ukraine's deep strikes more than Russia's.

2. US / UKRAINE: Washington reportedly threatens to cut intelligence and arms if Kyiv hits Russian energy

Two Ukrainian officials told the Kyiv Independent that US counterparts said they would "turn off both the intelligence sharing and PURL," the NATO-financed weapons channel, if Ukraine strikes Russian energy during the truce. A general named in an earlier version of the article denied confirming it [39]. Explosions hit central Kyiv on 12 Oct before the air raid alert sounded; there is no official sign of a link to intelligence sharing [40].

Assessment: The report rests on anonymous sources. If accurate, Kyiv will very likely pause refinery strikes to protect US support.

3. EU: Ministers approve about 1,600 new Russia listings; numbered package still pending

EU foreign ministers approved almost 1,600 listings against Russia's military-industrial complex, which Kaja Kallas called "the single largest expansion of our sanctions list" [41][42]. They also listed 77 people over the September vote in occupied Ukraine [43]. The Council says a numbered 22nd package is still to come [41]. Lithuania urged the EU to designate Russia's military intelligence service a terrorist organization [44].

Assessment: The 22nd package will likely take weeks to agree. A terrorist designation of the GRU is unlikely to win consensus.

4. UKRAINE: Strikes continue during the truce

Kharkiv was hit late on 12 Oct by about 10 missiles; four people were killed and 51 injured across the region over the day [45][46]. Russian drones hit Kyiv twice, killing two and injuring 14 [47]. Ukraine's General Staff reported 202 combat engagements on 12 Oct [48], and Zelensky said front-line positions are "the strongest in a long time" [49].

Assessment: Russian strikes on Kharkiv and Kyiv will very likely continue at this tempo.

5. BULGARIA / BLACK SEA: Two merchant ships hit by drones; one sinks

The Maltese-flagged Chelsea 3, owned by a Ukrainian company, was hit by three drones about 18 nm off Byala overnight into 13 Oct, and its 15 crew were evacuated. A second vessel sank off Krapets. Prime Minister Radev called the attacks "absolutely unacceptable" and said "the logic suggests that the outcome benefits the Russian Federation" [50].

Assessment: Russian drone attacks on Ukraine-linked shipping in NATO waters will very likely continue. Bulgaria is now more likely to seek NATO consultations.

6. POLAND / NATO: Starlink sabotage arrests; alleged plot against Tusk

Two Turkish citizens were detained in Germany over a fire at a Starlink station in Poland that Warsaw says aimed to disrupt Ukraine's military communications; a minister said "Russian services are behind this act of sabotage" [51]. Polish services are investigating an alleged plot to kill Tusk and his defence minister [52]. SACEUR Gen. Grynkewich said NATO would hit "anything and everything" supporting an attack [53], while the US envoy sought to reassure Europe ahead of a Pentagon force review [54].

Assessment: Russian-directed sabotage in Poland will very likely continue, using recruited third-country nationals.

7. RUSSIA: Drone attacks on Stavropol industrial sites; France boards shadow-fleet tanker

Stavropol's governor reported drone attacks on industrial facilities in towns that host thermal power plants [55]. France's navy boarded the tanker DF Peak south of Réunion on suspicion of sailing under a false flag [56].

Assessment: The Stavropol strikes, if Ukrainian, would test the energy ceasefire. European boardings of shadow-fleet tankers will likely increase.

8. UKRAINE / HUNGARY: Kyiv passes minority schools law to unlock EU talks

The Rada passed a law giving special status to schools teaching in EU minority languages, and Zelensky signed it, clearing the way to open new accession clusters on 13 Oct [57].

Assessment: Hungary will likely lift its block on the next accession steps.

9. UNITED KINGDOM / IRAN: London blames IRGC for RAF Fairford plot

Prime Minister Burnham said a suspected plot against RAF Fairford was "almost certainly" directed by the IRGC. The UK sanctioned two Iranians and summoned Iran's ambassador [58][59].

Assessment: Further Iranian-directed plots against Western bases in Europe are likely while the Gulf conflict continues.

10. CAUCASUS: Russians flee to Georgia and Armenia amid mobilization fears

Rents in Georgia and Armenia are up 20 to 30% year on year, which the report links to Russians leaving over fears of a new mobilization [60].

Assessment: The trend is consistent with expectations of a new Russian call-up.

Collection gap: no ISW assessment for 12 Oct was retrieved. A reported 417-drone attack on Moscow could not be corroborated and is omitted.

area of responsibility

INDOPACOM.

1. NORTH KOREA: KCNA says Monday's launch tested an upgraded "tactical ballistic missile"; Kim opens weapons museum

KCNA said the missile test confirmed "the technical upgrading of an important core element" and called it "a big success," without calling it hypersonic. Yonhap counts it as the North's 16th ballistic launch of 2026 [61]. Kim opened an apparently underground "National Defense Revolution Museum" holding dozens of missiles, launch vehicles and drones [62].

Assessment: The test likely involved a new warhead or guidance component. Further launches before the APEC summit are likely.

2. US / NORTH KOREA: Trump says he "may" meet Kim during his Asia trip

Asked on 12 Oct about meeting Kim Jong Un, Trump said "I may... That'll be exciting, won't it?" He plans to attend APEC in Shenzhen on 18-19 November [63].

Assessment: A Trump-Kim meeting is a realistic possibility. North Korea is likely to continue testing to strengthen its hand.

3. SOUTH KOREA / US: Seoul says intelligence ties are improving; Lee rejects a "submissive stance"

South Korea's ambassador in Washington said "progress has been made" on intelligence cooperation but acknowledged "limitations in our communication with the White House" [64]. President Lee said diplomacy must "always uphold South Korea's dignity" [65]. The USFK commander called for more dispersed training across the peninsula, citing lessons from Ukraine [66].

Assessment: The intelligence row will likely ease but not end while the unification minister stays in office.

4. NORTH KOREA / EU: EU sanctions North Korean and Russian targets

The EU added three individuals and four entities to its North Korea sanctions list as part of its record Russia listings [67].

Assessment: The listings are unlikely to change North Korean behavior but tighten pressure on its cooperation with Russia.

5. CHINA / TAIWAN: Beijing sanctions Belize and Paraguay ministers

China barred Belize's foreign minister and Paraguay's information minister, froze their assets and called them "anti-China politicians." Taiwan called the move "preposterous" [68]. The US State Department said it "opposes coercion and aggression by China against countries in our hemisphere" [69].

Assessment: Beijing will likely widen pressure on Taiwan's remaining allies.

6. CHINA / TAIWAN: Beijing defends activity east of Taiwan; Taipei outlines militia response

China's foreign ministry said its activities in waters east of Taiwan are "justified, lawful and beyond reproach," rejecting a US charge that they are destabilizing [70]. Taiwan's defence minister said the coast guard would lead in expelling any Chinese militia vessels from Taiwan's waters, with navy support [71].

Assessment: Chinese maritime presence east of Taiwan will likely grow, raising the risk of coast guard confrontations.

7. PHILIPPINES / SOUTH CHINA SEA: Manila challenges Chinese research ship in the Spratlys

The Philippine Coast Guard spotted the Chinese research ship Tan Suo Yi Hao in the Spratlys on 11 Oct, escorted by coast guard and navy vessels, and ordered ships to challenge it. China's embassy called the research "legitimate, lawful and entirely aboveboard" [72]. Manila warned of repeated Chinese deployments near Kota Island [73].

Assessment: Chinese survey and militia activity in Philippine-claimed waters will very likely continue.

8. PHILIPPINES: Vice President Duterte answers Marcos over alleged Chinese funding

Sara Duterte said the administration has seen her as a threat since 2023 and did not address the alleged Chinese remittances to her husband's former firm [74].

Assessment: The dispute will likely deepen the Marcos-Duterte rift.

9. CHINA / JAPAN: Beijing says Japan "bears full responsibility" for poor ties

China's foreign ministry said the root cause of poor relations lies in Japanese leaders' "serious distortions and errors" and urged Tokyo to correct its "mistakes" on Taiwan [75].

Assessment: Relations will likely stay strained ahead of APEC.

10. PAKISTAN / INDIA: Landmine kills four near Line of Control

Four men repairing a water pipeline in Poonch district of Pakistan-administered Kashmir were killed by a landmine on 12 Oct. Pakistani officials blamed the Indian Army [76].

Assessment: The incident is unlikely to escalate but will add to friction along the Line of Control.

11. MYANMAR: Marcos backs ASEAN engagement; US delists another junta-linked figure

Marcos called recent ASEAN engagement with the junta encouraging [77]. The US Treasury delisted a fifth junta-linked figure, which Justice For Myanmar condemned [78].

Assessment: Regional and US pressure on the junta is likely easing.

Collection gap: no Taiwan defence ministry counts for 12-13 Oct, no UN Security Council reaction to the North Korean launch, and no Japan, Australia or Thailand-Cambodia items were found.

area of responsibility

NORTHCOM.

1. MEXICO: Hurricane Simon weakens to Category 2 and stalls; Mazatlán area now at risk

NHC Advisory 23 (0300Z 13 Oct) placed Simon about 85 miles west of Cabo Corrientes and 195 miles south of Mazatlán with 100 mph winds, moving slowly west-northwest. A Hurricane Warning covers the Islas Marías and a Hurricane Watch extends to Bahía Tempehuaya. Simon could re-intensify by Wednesday [79]. Seven Sinaloa municipalities are on alert [80], and Mexico's weather service said Simon could pass "very near Mazatlán" around midnight on Thursday 15 Oct [81].

Assessment: A landfall or near miss in southern Sinaloa on 15 Oct is likely. Heavy rain will very likely cause flooding in Sinaloa and Nayarit.

2. MEXICO: Puerto Vallarta spared a direct hit; emergency plans remain active

Puerto Vallarta reported no casualties, but its airport was closed with more than 100 flights cancelled [82]. President Sheinbaum said navy and army emergency plans remain in place. Colima reported 71 homes damaged and one death in Guerrero was attributed to Simon [83].

Assessment: Economic losses on the Jalisco coast will likely exceed physical damage.

3. UNITED STATES: Isaias power restoration slips; Panhandle cleanup continues

FPL has restored more than 300,000 customers in northwest Florida and expects the rest of Escambia and Santa Rosa restored by the end of Tuesday [84]. About 46,000 people in Escambia were still without power on Monday evening, and a countywide boil-water notice remains in effect [85]. NHC sees no tropical threats to the Atlantic or Gulf in the next week [86].

Assessment: Full restoration in the western Panhandle is likely by midweek. A major disaster declaration remains likely.

4. UNITED STATES: Hurlburt power restored; families cleared to return

Eglin and Hurlburt Field partially reopened on 11 Oct. Hurlburt said power was restored and "personnel and families are authorized to return," though some services remain limited [87].

Assessment: Flying operations from Panhandle bases will likely resume this week as aircraft return.

5. UNITED STATES / MEXICO: Army moves hundreds more troops to the Rio Grande Valley

The Army is shifting "hundreds more soldiers" to the Rio Grande Valley this month, citing increased cartel activity, and commands about 8,000 troops along the border. Mexico sent 500 National Guard and military personnel to Tamaulipas [88].

Assessment: Cartel drone activity on the border will likely draw further US countermeasures.

6. MEXICO: Security forces seize 48 drones and dozens of explosives in Sinaloa

Operations in southern Sinaloa from 9 to 11 Oct seized 48 drones, 6 landmines and 36 improvised explosive devices [89].

Assessment: Cartel use of drones and explosives in Sinaloa will very likely continue to grow.

7. CANADA: Advance voting opens in Alberta referendum

Advance voting runs from 13 to 17 Oct, with official results due 29 Oct [90].

Assessment: A vote to pursue separation remains unlikely.

Collection gap: NHC's 0900Z Simon advisory could not be retrieved. No new Isaias deaths, major disaster declaration, or reporting on Tyndall, Whiting Field or Keesler was found.

area of responsibility

SOUTHCOM.

1. PANAMA: Quake damage grows; rural Azuero still waiting for relief

Nine bridges collapsed, leaving some communities reachable only by air, and more than 1,100 homes and 419 schools were damaged. Panama authorized up to $100 million for emergency purchases. JTF-Bravo helicopters are flying damage assessments in Azuero and Coclé [91].

Assessment: US military aviation will likely remain central to relief until bridges are restored.

2. BRAZIL: Runoff debates rescheduled after cancellation

The consortium debate is now set for 15 Oct, with Band on 18 Oct and Globo on 23 Oct; candidate participation is not yet confirmed [92].

Assessment: The 15 Oct debate will likely be pivotal in a close race.

3. VENEZUELA: Rodríguez credits dialogue with the US for recovery

Acting President Delcy Rodríguez told the FAO forum in Rome that dialogue with the US and the opposition supports economic recovery [93]. She gave no updated death toll in an address on the June earthquakes; the last official figure was 6,509 [94].

Assessment: The interim government will likely keep courting Washington while resisting transparency at home.

4. COLOMBIA: Air strike on FARC dissident camp in Catatumbo; three soldiers wounded

Military aircraft bombed a Frente 33 camp between Tibú and El Tarra on 11 Oct, reportedly killing four dissidents. Three special forces soldiers were wounded in follow-up operations [95].

Assessment: Bombing of dissident camps under President de la Espriella will likely continue.

5. CUBA: Havana opens oil and gas to foreign investors

New rules allow production-sharing contracts of up to 40 years [96]. The energy minister denied any contract with the sanctioned firm tied to US-seized biodiesel and said fuel arrivals cover only "3%" of needs [97].

Assessment: Foreign investment is unlikely to arrive quickly under US sanctions. Blackouts will very likely continue.

Collection gap: no Ecuador, Peru or new Haiti items in window, and no new US boat strikes.
