bottom line up front

CENTCOM: The Saudi-led coalition struck Houthi fuel sites in Sanaa, Hodeidah and Dhamar, and the Houthis answered by hitting an Aramco building in Dhahran. New explosions were heard over Riyadh on Wednesday morning. Trump says a decision on Iran is coming "very soon," and two more ships were hit in the Strait of Hormuz. [23][26][27][30][33]

EUCOM: Russia fired 39 ballistic missiles and more than 120 drones at Kyiv and other regions overnight, hitting all three of Kyiv's combined heat and power plants despite the US-announced energy ceasefire. Trump declined to blame Russia. Russia says it downed 902 Ukrainian drones in one of the largest attacks of the year. [38][39][44][47]

AFRICOM: The UN Great Lakes envoy told the Security Council that a real ceasefire in eastern DRC is not taking hold, and Kinshasa's allies compared Kabila to Savimbi. DRC Ebola cases passed 9,000. A pro-government militia says Eritrean troops in Tigray took heavy losses and pulled back. [1][3][8][10]

INDOPACOM: China and North Korea will open the long-idle New Yalu River Bridge on Thursday, and Pyongyang's party daily said its nuclear forces are not up for bargaining. The Philippine military backed cutting military channels with China, and Manila confirmed Trump will attend the ASEAN Summit in November. Pakistan tested an extended-range Fatah-2 missile. [59][60][67][71][74]

NORTHCOM: Hurricane Simon strengthened again but is no longer forecast to hit Mazatlán. New Tropical Storm Trudy is forecast to become a major hurricane and reach southwest Mexico this weekend. An AP report says the Coast Guard came under fire from the Mexican side of the Rio Grande. [77][79][81][82][85]

SOUTHCOM: Panama's quake damage rose to more than 1,280 homes and 656 schools. A 16-year-old girl was among those killed in Colombia's Catatumbo bombing, and nationwide protests against the new government begin today. Brazil's runoff has narrowed to 51-49 before Thursday's debate. [92][94][98][99]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. DRC: UN envoy says ceasefire is not taking hold; Kinshasa's allies attack Kabila's new front

UN Great Lakes envoy Huang Xia told the Security Council on 13 Oct that "a genuine ceasefire is struggling to take hold" and that AFC/M23 has expanded and consolidated its territorial control. He cited 2,186 rights violations by armed groups between 16 March and 15 September, about half of them by AFC/M23. [1] The DRC's representative demanded full implementation of Resolution 2773, including the withdrawal of Rwandan forces, and asked the Council to monitor drone transfers to Rwanda. [2] Ruling-party secretary-general Augustin Kabuya said "Kabila will end up like Savimbi," and Vital Kamerhe said Kabila's earlier calls for peace contradict his turn to armed struggle. [3][4] No formal government statement on the new front was found in the window.

Assessment: Kinshasa will very likely treat the front as a Rwandan-backed rebellion and seek UN and US pressure on Kigali rather than talks. The Doha process is likely to stall.

2. DRC: Fighting continues in North and South Kivu

Suspected Wazalendo fighters attacked an AFC/M23 position near Kiseguro in Rutshuru territory on the morning of 13 Oct, and clashes continued near Rubaya in Masisi. [5] In the Bijombo highlands of South Kivu, government forces, Burundian troops and Wazalendo reportedly abandoned several positions after drone strikes attributed to M23; this is based on local sources and is unverified. [6] In Fizi territory, the administrator defended a communications shutdown of about three months as a security measure. [7]

Assessment: Fighting in the Kivus is likely to continue at the current or a higher tempo, and M23 drone use is likely to keep pushing government-aligned forces back in the Uvira highlands.

3. DRC / KENYA: Ebola cases pass 9,000

DRC Health Ministry data reported on 13 Oct show 9,066 confirmed cases and 4,381 deaths across seven provinces, up from about 8,978 cases and 4,336 deaths reported a day earlier. [8] In Kenya, two suspected cases in Laikipia tested negative, though one of the patients died. [9]

Assessment: Case counts will very likely keep rising, and the risk of spread to neighbouring countries remains.

4. ETHIOPIA / ERITREA: Militia says Eritrean troops took heavy losses and withdrew

The pro-government Tigray Peace Force told AFP that Eritrean troops who crossed into Tigray "suffered heavy losses" and pulled back toward the border; AFP could not verify the claim. Eritrea's information minister called the militia "not trustworthy," and the International Crisis Group warned that the two states are "perilously close to all-out war." [10] Pre-window onset: The New Humanitarian reported two days of Ethiopian drone strikes on Eritrean forces and clashes at Adi Hageray, about 60 km from Shire. [11]

Assessment: A direct Ethiopia-Eritrea clash is likely within weeks, as federal forces mass at the border and each side rejects the other's account.

5. SUDAN: Suspect arrested over killing of Egyptian drivers; drone strikes kill dozens in Blue Nile and Kordofan

Police sources say a 23-year-old man has been arrested over the shooting of two Egyptian truck drivers in Khartoum. He reportedly said he was avenging a brother killed in the Egyptian strikes on gold miners; this motive is unverified. Egypt's foreign minister told his ambassador to establish what happened. [12] The same report cites OCHA figures of more than 30 civilians killed in drone attacks at Wad El Mahi in Blue Nile, 12 in En Nuhoud in West Kordofan and 4 in Kadugli. [12]

Assessment: Further reprisals against Egyptian nationals in Sudan are a realistic possibility. Drone warfare in Blue Nile and Kordofan will very likely continue to cause heavy civilian losses.

6. SUDAN: Port Sudan courts France and sets terms for Ethiopia talks

Foreign Minister Muhyi al-Din Salim urged France's envoy on 13 Oct to reopen the French embassy in Khartoum, and said Sudan would talk with Ethiopia if Addis Ababa stops supporting the RSF. [13] Sudan's UN envoy in Geneva urged donors to shift toward early recovery, citing about 5.1 million returnees. [14] A Sudan Transparency and Policy Tracker report says both warring parties evade sanctions through business networks reaching Egypt, the Gulf and the UAE. [15]

Assessment: The army-led government is likely seeking Western normalisation while linking its regional diplomacy to the Ethiopia-Eritrea confrontation.

7. SOMALIA / SOMALILAND: Trump calls Somaliland "a totally different country"; Mogadishu sanctions al-Shabaab financiers

At a rally in Ohio on 12 Oct, Trump said Somaliland is "actually... a totally different country." [16] Somaliland's foreign minister welcomed the remarks on 13 Oct. [17] Somalia's anti-money-laundering committee added 10 people to its national sanctions list for alleged al-Shabaab financing; it published no evidence. [18]

Assessment: The remarks are unlikely to signal imminent US recognition but will very likely raise tension between Mogadishu and Hargeisa.

8. NIGERIA: Zamfara ambush kills 20; US lists Nigeria under child-soldier law

Pre-window onset: Gunmen ambushed a military-escorted market convoy in Bukkuyum, Zamfara, on 10 Oct, killing at least 20 people, including 4 soldiers and 3 police officers. [19] Premium Times reports that the 2026 US Trafficking in Persons report lists Nigeria among 14 countries under the Child Soldiers Prevention Act, which could restrict some US military assistance unless waived. [20]

Assessment: Bandit and jihadist violence will almost certainly continue at the current tempo. The listing will likely add friction to US-Nigeria security ties, although a waiver is possible.

9. LIBYA: Eastern authorities carry out first executions since 2010

Human Rights Watch says Haftar's Libyan Arab Armed Forces have executed at least 31 people since late August after unfair military trials, and that at least 50 more prisoners in Gernada military prison face imminent execution. The UN and the Tripoli-based government condemned the executions. [21]

Assessment: Further executions in the east are likely and will deepen the east-west split.

10. SOUTH AFRICA: Army deployment runs to 31 October

The army is deployed in KwaZulu-Natal and Gauteng against anti-immigrant violence and looting, authorised until 31 Oct. A policing analyst said the deployment likely also reflects the 4 Nov local elections and former president Zuma's reported ill health. [22]

Assessment: Further unrest before the 4 Nov elections is likely, and the deployment may well be extended.

Collection gap: no in-window reporting for the Sahel, Mozambique, El Fasher or the Somalia constitution case. ChimpReports, which may carry Kinshasa's formal response to the new front, was blocked.

area of responsibility

CENTCOM.

1. SAUDI ARABIA / YEMEN: Coalition strikes Houthi fuel and energy sites

On 13 Oct the Saudi-led coalition issued an evacuation warning and then struck the Yemeni Oil Company's central station in Sanaa, fuel piers and storage at Hodeidah and Ras Isa, and fuel sites in Dhamar. [23][24] Coalition spokesman Maj Gen Turki al-Maliki said the sites supply Houthi missiles and drones. The Houthi-run Health Ministry said a strike at Ras Isa killed two people, and queues formed at fuel stations in Sanaa. [23] The Saudi cabinet warned the Houthis of "consequences." [25]

Assessment: The coalition has very likely moved from defence to deliberate strikes on the Houthi war economy, which likely raises the risk of further Houthi strikes on Saudi energy sites.

2. SAUDI ARABIA: Houthis hit Aramco building in Dhahran; new explosions over Riyadh

A Houthi missile caused a fire, with no casualties, at an Aramco administrative building in Dhahran on the night of 13 Oct, according to the Saudi Energy Ministry. Debris from two intercepted missiles injured four people in Riyadh and damaged 15 homes. [26] On the morning of 14 Oct, residents reported new explosions in Riyadh; civil defence issued alerts for Riyadh and Kharj, and the coalition said it intercepted a ballistic missile aimed at the capital. [27][28] AP reports regional officials saying Saudi Arabia is running low on interceptors. [27] Death tolls for last week's Riyadh airport attacks vary between 14 and 20 by source.

Assessment: Houthi strikes on Riyadh and Eastern Province energy sites will very likely continue while Saudi strikes on Yemen continue. An interceptor shortage, if accurate, would very likely lead to more damage on the ground.

3. SAUDI ARABIA: Public missile warnings were silent before the airport attacks

Reuters reports that Saudi Arabia issued no public missile alerts between 29 Sep and 12 Oct, a period that covered four attacks on Riyadh airport. Two Western officials said Riyadh was attacked about a dozen times this month without public alerts. [29]

Assessment: Weak civil warning likely made the airport casualties worse, and pressure on Riyadh to seek more Western air defence support is likely to grow.

4. US / SAUDI ARABIA: Trump blames Iran; State Department restricts staff travel; Houthis threaten the US

Trump said the Houthis "emerged again... probably at the behest of Iran" but would not say whether the US will join Saudi strikes. The State Department now requires authorisation for US government staff to use any Saudi airport and bars travel within 20 miles of the Yemen border. King Khalid International Airport remains closed through 17 Oct. A Houthi official threatened a "swift and painful" response against US interests if Washington joins the strikes. [25]

Assessment: Direct US participation in the Yemen strikes is a realistic possibility but undecided. If it happens, Houthi attacks on US interests in the region are likely.

5. US / IRAN: Trump says a decision on Iran is coming "very soon"

At a White House press conference on 13 Oct, Trump called Iran "a failed country" and said, "We'll make a decision on Iran very soon." [30] At a campaign event in Alaska he said, "Wait till you see what we do to Iran." Qatari mediators are waiting for Tehran's reply to a US counterproposal. [31]

Assessment: Trump's rhetoric has likely hardened, but a US strike before the 3 Nov midterms remains unlikely given his earlier commitment, and talks through Qatar continue.

6. ISRAEL / US: Report says Netanyahu pressed Trump to resume Iran strikes before the elections

Israel's Channel 12 reported that Netanyahu urged Trump to renew fighting with Iran before Israel's 27 Oct election and the US midterms, and that Trump told him to "go ahead and prepare" without committing. The Prime Minister's Office denied that Netanyahu is seeking war before the elections. [32]

Assessment: Joint US-Israeli planning for renewed Iran operations is likely under way. Timing depends on Trump, and the midterm calendar likely constrains it.

7. GULF SHIPPING: Two more ships hit inside the Strait of Hormuz

UKMTO reported that a container ship and a tanker were struck by "unknown projectiles" inside the strait on 13 Oct, with no damage or casualty details. [33][34] The Institute for the Study of War assesses that Iran appears to be targeting ship-to-ship oil transfers. [25] Iranian authorities said three fishermen were injured off Sirik on 14 Oct; Iranian media blamed a US drone, which is unconfirmed. [28]

Assessment: The IRGC campaign against shipping will very likely continue at or above the current tempo through the US midterms.

8. YEMEN: Government claims advances in Marib; Taiz under heavy shelling

Yemeni government forces claim strategic advances in Marib governorate, including high ground near the Maas camp. Their claims of 950 Houthi fighters killed are unverified. In Taiz, a rights network reports 5 civilians killed and 17 wounded in 24 hours, and the health ministry says medical supplies are nearly exhausted. [35] The UN reports more than 200,000 people displaced in Yemen since September. [23]

Assessment: The government offensive is likely gaining ground in Marib, but its casualty claims are probably inflated. Taiz is likely to remain the main civilian flashpoint.

9. ISRAEL / GAZA / LEBANON: Gaza strikes continue; UN weighs options after UNIFIL

Israeli strikes killed one person in Gaza City on 13 Oct and two journalists were wounded in the West Bank. [36] UN peacekeeping chief Jean-Pierre Lacroix met Lebanon's President Aoun on 14 Oct as UNIFIL's mandate nears its 31 Dec end. Israel's cabinet approved about NIS 1 billion for an urgent purchase of 12 Apache helicopters. [28]

Assessment: Low-level but deadly ceasefire violations in Gaza will likely continue. The end of UNIFIL's mandate will probably become a Lebanon-Israel friction point.

10. PAKISTAN: Government asks parliament to approve the Khyber Pakhtunkhwa emergency

On 14 Oct the government moved a National Assembly resolution seeking approval of the 11 Oct emergency and governor's rule in Khyber Pakhtunkhwa, which must be approved within 10 days. The law minister cited about 8,600 terrorist incidents in 2024-26. The PTI calls the move unconstitutional. [37]

Assessment: The governing coalition is likely to win approval before 21 Oct, which will probably intensify PTI protests in the province.

Collection gap: nothing found in the window for Iraq, Syria, Jordan, Afghanistan or Central Asia. CNBC, Yahoo and US News pages failed to load, and the Reuters Hormuz report was paywalled beyond its lead.

area of responsibility

EUCOM.

1. UKRAINE: Large Russian strike hits Kyiv's power plants despite the energy ceasefire

Zelensky says Russia used 39 ballistic missiles and more than 120 drones against Kyiv, Kyiv region and Kharkiv overnight into 14 Oct. All three of Kyiv's combined heat and power plants were hit and about 600,000 people lost power. [38][39] Casualty figures conflict: Kyiv's mayor put the toll at two to three dead and 21 to 22 injured, while Al Jazeera reports at least six killed nationwide. [38][40][41] Russia's defence ministry said it hit power plants and a Kyiv data centre. Zelensky called the attack "ostentatious disrespect toward the United States." [39][41]

Assessment: Russia will very likely keep striking Ukraine's energy system regardless of the US-announced truce.

2. US / UKRAINE: No warning of the strike; Starlink limits; Kyiv says intelligence sharing continues

Ukraine received no allied early warning of the ballistic launches on 12 or 13 Oct, but Foreign Minister Sybiha said US intelligence cooperation continues. [42] A Zelensky adviser said SpaceX imposed a 160 km/h speed cap on moving Starlink terminals, disrupting several military missions; a Defence Ministry source confirmed the limits. No evidence links the cap to US government pressure. [43]

Assessment: Washington is likely tolerating reduced support as leverage over Ukrainian strikes, though a deliberate cutoff is unconfirmed.

3. US: Trump declines to blame Russia; senators urge him to drop the Russian diesel deal

Trump declined on 13 Oct to accuse Russia of breaking the truce, saying Ukraine "hit sites the day before." [44] Twelve senators from both parties wrote urging him to rescind the 9 Oct deal allowing Russian diesel sales and to use the Graham sanctions law instead. [45] ISW says Russian officials are using the diesel deal to win US support for Moscow's negotiating position. [46]

Assessment: The energy truce very likely exists in name only, and congressional pressure is unlikely to reverse the diesel licence soon.

4. RUSSIA: Moscow says it downed 902 Ukrainian drones; airports shut

Russia's defence ministry says it downed 902 drones overnight into 14 Oct, including 180 near Moscow; the figure is unverified. [47] All four Moscow airports suspended operations, Vnukovo for more than eight hours. [48] One person was killed in Balakovo, Saratov region, where OSINT points to strikes on a metallurgical plant and a bank data centre. [49]

Assessment: Ukraine is very likely shifting long-range strikes from refineries to other infrastructure to stay within the US truce terms.

5. UKRAINE: Russian pressure grows along the Kharkiv and Sumy border

A Ukrainian military spokesman expects more Russian activity near Velykyi Burluk in Kharkiv region as Russia tries to build a border "control zone," and said Russian forces are trying to advance toward Riasne in Sumy region. [50] ISW assesses that Ukrainian forces recently advanced northeast of Sumy city. [46]

Assessment: Russian pressure along the border is likely to grow, but there are no signs of a major breakthrough.

6. EU / UKRAINE: Two more accession clusters opened for Ukraine and Moldova

The EU opened the internal market and competitiveness clusters for both countries on 13 Oct, after Kyiv passed the minority schools law Hungary demanded. Four of six clusters are now open. [51]

Assessment: Opening the final two clusters by year-end is likely but not assured.

7. NATO: SACEUR sets out "block, blunt, break"; Ukrainian intelligence warns of Russian war planning

NATO's Supreme Allied Commander Europe, Gen. Grynkewich, described a concept to block an attack at the border, blunt incoming forces and break supply and command networks. He said conflict with Russia is neither imminent nor inevitable. [52] Ukraine's foreign intelligence service says Russia treats direct conflict with Europe as one scenario through 2045; this is a self-interested assessment. [53]

Assessment: Russian hybrid activity against NATO's eastern flank will very likely continue, and a direct attack in the near term remains unlikely.

8. BULGARIA / BLACK SEA: Details emerge on the ships hit off Bulgaria

The ship that sank was the Guinea-Bissau-flagged HS Dignity, off Krapets; five crew were rescued and 11 are missing. The Maltese-flagged Chelsea 3 was hit by three drones and all 15 crew were rescued. Bulgaria is summoning Russia's ambassador, though the prime minister said there is "no clear evidence" of who was responsible. [54] Ukraine's navy says Russian naval and aerial drones threaten all Black Sea states. [55]

Assessment: Further attacks on merchant shipping near NATO coasts are likely.

9. RUSSIA / JAPAN: FSB detains Japanese journalist over mobilisation data

The FSB detained Hokkaido Shimbun journalist Yuki Imai near the Kuril Islands on 13 Oct, alleging he gathered data on mobilised residents for Japanese intelligence. [56]

Assessment: Moscow likely treats mobilisation figures as highly sensitive, consistent with other signs of covert manpower generation.

10. UNITED KINGDOM / IRAN: Tehran calls Fairford attribution a "false flag"

Iran's foreign ministry called Britain's accusation that the IRGC was behind the RAF Fairford plot a "clumsy false flag operation." The US withdrew about a dozen B-1 bombers from Fairford after the incident, and Britain sanctioned an IRGC counter-espionage chief. [57]

Assessment: Further UK measures against Iran-linked networks are likely; charges in the Fairford case remain uncertain.

11. GEORGIA: EU says democratic backsliding is deepening

EU foreign ministers said Georgia's democratic backsliding is deepening, and the enlargement commissioner said its candidate status exists "only on paper." [58]

Assessment: EU-Georgia relations will very likely keep deteriorating.

Collection gap: CNN, Bloomberg and France 24 were blocked, including a Bloomberg report suggesting more ships were hit off Bulgaria. The status of the EU's 22nd sanctions package and any GRU designation was not confirmed in the window. Nothing confirmed for the Balkans, Moldova or Turkey.

INDOPACOM.

1. NORTH KOREA / CHINA: Long-idle New Yalu River Bridge to open Thursday

Xinhua reported that the bridge linking Dandong and Sinuiju will open to traffic on 15 Oct. It was finished in 2014 but never opened, and NK News reports it will carry cargo only. [59]

Assessment: The opening will likely expand China-North Korea cargo trade and probably signals Beijing's intent to deepen economic ties with Pyongyang alongside Russia.

2. NORTH KOREA: Party daily says no one can bargain over its nuclear forces

A Rodong Sinmun front-page editorial on 14 Oct said that because the nuclear-force policy is written into the constitution, no one can bargain over its strength. It came days after Trump said he "may" meet Kim. [60]

Assessment: Pyongyang will very likely treat denuclearisation as off the table in any Trump-Kim meeting.

3. NORTH KOREA / RUSSIA: US Forces Korea chief says the Ukraine war is teaching North Korea logistics

Gen. Xavier Brunson said North Korea has learned how to move men, weapons and equipment to Russia and has gained experience in mobilisation and logistics. He said Russia has given North Korea equipment including electronic warfare jammers. [61]

Assessment: North Korea's military has likely gained real expeditionary experience, and Russian electronic warfare transfers probably improve its capabilities against US and South Korean forces.

4. SOUTH KOREA / US: Annual defence talks reportedly pushed past the US midterms

Yonhap reports the allies have informally agreed to postpone the annual Security Consultative Meeting, possibly to December, amid differences over the timing of wartime operational control transfer. Seoul's defence ministry said no details have been finalised. [62]

Assessment: The operational control timeline will likely remain a source of alliance friction through year-end.

5. SOUTH KOREA / UKRAINE: Seoul still demands an apology over North Korean prisoner disclosure

South Korea's foreign ministry said it still wants an explanation and apology from Kyiv over Zelensky's disclosure that two North Korean prisoners of war had been transferred to South Korea. Ukraine's foreign minister says the matter is resolved. [63]

Assessment: The dispute will likely strain Seoul-Kyiv ties in the near term.

6. US / NORTH KOREA: Justice Department acts against North Korean IT-worker schemes

The Justice Department announced an indictment, two arrests and the seizure of 187 computers in schemes that affected more than 70 US companies and sent about $3 million to North Korean-controlled entities. [64]

Assessment: North Korean IT-worker revenue schemes very likely remain widespread.

7. CHINA / TAIWAN: Chinese coast guard ships expelled from Kinmen waters

Pre-window onset: Taiwan's coast guard said four Chinese coast guard ships entered restricted waters south of Lieyu on the morning of 13 Oct and were pushed out after close-range manoeuvring. [65] Taiwan's defence ministry tracked 9 PLA aircraft and 6 navy ships in the 24 hours to 0600 on 14 Oct, and all 9 aircraft crossed the median line. [66]

Assessment: Beijing very likely intends regular coast guard entries around Kinmen to normalise its claimed jurisdiction.

8. PHILIPPINES / CHINA: Military backs cutting communication channels with China

The Armed Forces of the Philippines backed Defence Secretary Teodoro's suspension of military channels with China, after the Chinese embassy said the move pushes frontline personnel "closer to confrontation." A military spokesman said resupply missions to Second Thomas Shoal will continue. [67] The presidential palace said Manila is not cutting ties with China. [68]

Assessment: Without a working military hotline, the risk of an incident near Second Thomas Shoal escalating is likely to rise.

9. PHILIPPINES: Three of four impeachment charges against Vice President Duterte dropped

The Senate impeachment court let prosecutors narrow the case to unexplained wealth. The trial resumes on 9 Nov. [69] Sara Duterte said, "I will not resign. I will never resign," and reaffirmed her 2028 presidential bid. [70]

Assessment: The narrower case likely lowers the odds of conviction, and the Marcos-Duterte feud is likely to intensify.

10. PHILIPPINES / US: Manila confirms Trump will attend November ASEAN Summit

The presidential palace confirmed on 14 Oct that Trump will attend the 49th ASEAN Summit in Manila in November. [71]

Assessment: A Manila stop will likely give Washington a platform to reaffirm South China Sea commitments, which Beijing will probably criticise.

11. INDIA / CHINA: Beijing rejects India's naming of 28 Ladakh features

Pre-window onset: China's foreign ministry said it "firmly opposes" India's standard names for 28 features in Ladakh and does not recognise the territory. [72] India rejected the protest. [73]

Assessment: The exchange is likely to stay rhetorical and is unlikely to derail border talks.

12. PAKISTAN: Army tests extended-range Fatah-2 missile

Pakistan's military said it tested an extended-range Fatah-2 missile designed to defeat enemy missile defences, a week after testing the Fatah-IV cruise missile. No range was given. [74]

Assessment: Two tests in two weeks very likely signal deterrence messaging aimed at India.

13. FIJI: US Embassy says China-linked hackers breached a regional organisation

The US Embassy in Fiji said hackers linked to China breached an unnamed regional organisation in Suva in July and August, and warned that Pacific governments and telecoms networks are also targeted. China said it "firmly opposes hacking." [75]

Assessment: Chinese state-linked cyber activity against Pacific institutions very likely continues.

14. UNITED STATES: Army stands up 4th Multi-Domain Task Force for the Indo-Pacific

The Army activated the 4th Multi-Domain Task Force, about 2,100 personnel, at Fort Carson, focused on Indo-Pacific "archipelagic environments." [76]

Assessment: The unit adds long-range fires and sensing capacity likely aimed at deterring China in the first island chain.

Collection gap: Reuters, AP, Channel NewsAsia and Yonhap's English site were blocked, so wire coverage came mainly through Korea Times and Taipei Times. Nothing new found for Japan, Myanmar, Australia or Thailand-Cambodia.

area of responsibility

NORTHCOM.

1. MEXICO: Hurricane Simon strengthens again but no longer threatens Mazatlán directly

Simon strengthened back to 110 mph late on 13 Oct, and NHC said it could become a major hurricane again. [77] NHC now forecasts a slow loop offshore and then a turn north toward Baja California Sur by 18 Oct, with low confidence beyond three days. [78] Advisory 28 (0900Z 14 Oct) puts Simon about 150 miles west-southwest of Cabo Corrientes with 105 mph winds, drifting southwest; the only warning is a hurricane watch for Las Islas Marías. [79] Mexican media reported broader watches along the Sinaloa coast on the evening of 13 Oct, which conflict with NHC's later products. [80]

Assessment: Simon will likely stay off mainland Sinaloa through 15 Oct, reducing the direct threat to Mazatlán. Its later track toward Baja California Sur is uncertain.

2. MEXICO: Tropical Storm Trudy forecast to hit southwest Mexico as a major hurricane

Tropical Storm Trudy formed on 13 Oct about 440 miles south-southeast of Acapulco. [81] NHC expects rapid strengthening to a major hurricane by Friday, with a peak of about 130 mph, and forecasts landfall in western Mexico this weekend near the Colima-Jalisco coast. [82]

Assessment: Trudy will likely make landfall as a major hurricane on Mexico's southwest coast around 17 to 18 Oct, and Mexican military relief deployments will probably be needed.

3. UNITED STATES: Atlantic stays quiet

NHC expects no tropical cyclone formation in the Atlantic, Caribbean or Gulf over the next seven days. [83]

Assessment: A new Atlantic threat to the Gulf Coast before about 20 Oct is very unlikely.

4. UNITED STATES: Panhandle power recovery continues

About 120,000 customers were still without power on 12 Oct. Bay County restoration was essentially complete, Okaloosa was over 96% and Walton 80%, and the Florida National Guard remains on duty. [84]

Assessment: Restoration is likely near complete outside the hardest-hit parts of Escambia and Santa Rosa.

5. UNITED STATES / MEXICO: Coast Guard took fire from the Mexican side of the Rio Grande

An AP report says the Coast Guard was fired on from the Mexican side near Garceno, Texas, and returned fire with no injuries; the date of the incident was not given. The Army commands about 8,000 troops along the border, and Mexico sent 500 National Guard and military personnel to Tamaulipas this month. [85]

Assessment: Further cross-border armed incidents against US forces are likely, though sustained exchanges of fire are unlikely.

6. MEXICO: Security chief says violence is shifting to Mazatlán

Security Secretary Omar García Harfuch told senators that armed convoys are no longer seen in Culiacán but violence in Mazatlán has risen over the past 45 days, prompting reinforcements. [86] A Sinaloa outlet counted six killings on 13 Oct across Culiacán, Mazatlán and Escuinapa. [87]

Assessment: The Sinaloa cartel's internal war is likely moving south toward Mazatlán, and reinforcements will probably not cut killings soon.

7. CANADA: Carney makes the unity case before Alberta's 19 Oct vote

Prime Minister Carney said Canada is "worth fighting for" and will attend two "Forever Canadian" rallies in Alberta this week. [88][89][90] Premier Danielle Smith supports remaining in Canada. [88]

Assessment: Alberta will very likely vote to remain on 19 Oct.

8. UNITED STATES: Several Navy ships rotate home from the Caribbean

USNI's fleet tracker reports USS Gridley and USS Billings have returned home from SOUTHCOM deployments and USS San Antonio is now off the East Coast, while USS Minneapolis-Saint Paul remains in the central Caribbean. [91]

Assessment: US surface presence in the Caribbean is likely thinning from its peak.

Collection gap: NHC's Trudy Advisory 4 (0900Z) was not retrieved. No in-window reporting found on Eglin, Hurlburt or Tyndall, a federal disaster declaration, or NORAD intercepts. The FEMA page failed to load.

SOUTHCOM.

1. PANAMA: Quake damage figures rise sharply; Venezuelan engineers arrive

Panama's civil protection agency reported more than 1,280 homes, 656 schools and 24 health centres damaged, with no deaths. A Venezuelan engineering team arrived on 13 Oct. [92] Pre-window onset: A magnitude 6.3 aftershock on the evening of 12 Oct prompted evacuations. [93]

Assessment: The damage toll will probably keep rising as cut-off Azuero communities are assessed. Caracas is likely using the deployment to show regional relevance alongside US relief.

2. BRAZIL: Runoff narrows before Thursday's debate

A PoderData poll shows Flávio Bolsonaro at 51% and Lula at 49% of valid votes, down from 53-47 on 8 Oct. The runoff is on 25 Oct. [94] The Senate is debating Lula's proposal to shorten the working week. [95]

Assessment: The race is likely a statistical tie going into the 15 Oct debate.

3. VENEZUELA: Police stop workers' wage march near Miraflores

On 13 Oct police checkpoints blocked health, education and public-sector workers marching toward the presidential palace to demand raises, with pushing but no reported injuries. [96][97] Economy Vice President Calixto Ortega is presenting Venezuela's recovery at the IMF and World Bank meetings. [95]

Assessment: Wage protests will likely grow toward December, and the interim government will likely contain rather than accommodate them.

4. COLOMBIA: Girl, 16, among those killed in Catatumbo bombing; national protests begin

Legal medicine officials identified a 16-year-old girl among four killed in the 10 Oct bombing of a FARC dissident camp; President Abelardo de la Espriella said he ordered the strike. [98] Unions, the Pacto Histórico and former president Petro called marches in at least eight cities for 14 Oct. [99]

Assessment: Street confrontation between the new government and the Petro-aligned left is likely to escalate in the coming weeks.

5. BOLIVIA: Morales-aligned march on La Paz postponed

The march against the removal of diesel subsidies, planned for 13 Oct, was postponed with no date; a tentative plan has it starting on 16 Oct. [100]

Assessment: The Morales camp is likely struggling to mobilise at scale. Clashes before 16 Oct are unlikely.

6. CUBA: Power deficit near 2,000 MW

Utility data for 13 Oct show available generation of 1,070 MW against forecast demand of 3,150 MW. [101]

Assessment: Blackouts across most of the island will very likely continue.

7. ARGENTINA: Milei in Washington

Pre-window onset: President Milei left for his fifth US trip of 2026 and will address the US Chamber of Commerce on 15 Oct. [102]

Assessment: The trip is likely aimed at US energy and technology investment.

Collection gap: no in-window reporting for Haiti, Ecuador, Peru or new Caribbean interdiction strikes. The SOUTHCOM press page did not load, and there was no new JTF-Bravo update.
