bottom line up front

CENTCOM: The New York Times reports that US and Israeli planners have drafted a short, intense strike campaign against Iran for after the 3 Nov midterms. The US ordered non-essential staff out of Saudi Arabia after a Houthi attack killed two at Dammam airport. The IRGC threatened US bases if Washington keeps escorting ships. [14][17][19][20]

EUCOM: After meeting Witkoff, Putin agreed "in principle" to resume three-way talks with the US and Ukraine around mid-November, but the Kremlin said the proposals "contained little that was useful." Hours later Russia hit Kyiv with missiles and drones, and Ukraine sent hundreds of drones toward Moscow. [30][32][35][40]

AFRICOM: A Sudanese army officer said Monday's Abyei strike targeted fuel for the RSF, and a local official now claims 226 dead. Africa CDC called an emergency Ebola summit for 28 Oct. The UAE carried out its first known drone strike in Somalia in nearly a year. [1][3][5][8]

INDOPACOM: Kim Yo Jong said anti-South Korea loudspeakers will be ready "in a matter of days," and Seoul is weighing a "proportionate" response. The Philippines said it is exploring undersea-cable cooperation with Taiwan, drawing a rebuke from Beijing. [47][49][54][55]

NORTHCOM: Tropical Storm Vance formed south of Mexico and is forecast to become a major hurricane offshore by the weekend. A federal judge ordered pretrial detention for the former Chihuahua prosecutor in the CIA case. The Pentagon lent DHS a microwave crowd-control weapon to test for border use. [70][71][75][79]

SOUTHCOM: Bukele said Haitian gangs are holding four Salvadoran soldiers hostage and launched a rescue operation. Quaest has Flávio Bolsonaro at 45% and Lula at 44% before Sunday's runoff. [82][83][86]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. SUDAN / SOUTH SUDAN: Army officer acknowledges Abyei strike; local toll claim rises to 226

Pre-window onset: A Sudanese army officer told AP the 19 Oct drone strike on Amiet Market targeted fuel tankers supplying the RSF and said "we do not target civilians." [1][2] Abyei's local information minister says two mass graves held 153 and 73 bodies, for 226 dead; this is unverified, and wire services still cite 153. [3] A Reuters eyewitness saw no RSF fighters at the market. [4]

Assessment: The army's admission makes a dispute between Juba and Khartoum more likely, ahead of South Sudan's plan to include Abyei in its December elections.

2. AFRICA / EBOLA: Africa CDC calls an emergency summit for 28 Oct

Africa CDC invited health ministers to a virtual meeting on 28 Oct, saying "the situation demands urgent action." [5] The WHO is supporting Nigeria after its first case. [6] WHO figures as of 18 Oct put DRC at more than 9,500 cases. Uganda denies being the source of Nigeria's case. [7]

Assessment: The spread to West Africa calls for a continental response, but cross-border blame is becoming politicised.

3. SOMALIA: UAE carries out first known drone strike in nearly a year; US strike announced

AFP reports that a UAE drone launched from Bosaso hit al-Shabaab militants planting bombs in Puntland's Cal Madow mountains on 20 Oct. [8] AFRICOM announced a 19 Oct US strike in the same area without details; an advocacy site counts it as at least the 88th US strike in Somalia this year. [9]

Assessment: Gulf and US air support for Puntland's campaign is likely growing as UN logistics funding ends at year's end.

4. DRC: Fighting in South Kivu displaces more than 12,000 households

Clashes between government-aligned forces and the Kabila-led FRN have run around Kaziba, South Kivu, since 11 Oct and displaced more than 12,000 households. The FRN says it will march on Uvira and then Kalemie. [10]

Assessment: The FRN's renewed offensive intent in South Kivu likely threatens the Doha peace track.

5. SENEGAL: 72-hour general strike begins

A front of 13 unions began a strike on 21 Oct running to 23 Oct, halting Dakar buses and cutting hospitals to minimum service. The government called it illegal and requisitioned power-company staff. [11][12]

Assessment: The standoff could disrupt power and transport before the Youth Olympic Games open in Dakar in about 10 days.

6. MALI: HRW documents new abuses by army and Russia's Africa Corps

Human Rights Watch reports a 16 Sep drone strike that killed eight civilians in Mopti region, and torture of detainees held in a container at the Sévaré base from May to August. [13]

Assessment: The documented abuses will likely keep feeding JNIM recruitment.

Collection gap: nothing new in the window was found on Ethiopia-Eritrea, Tigray, Nigeria security incidents, Libya or the wider Sahel.

area of responsibility

CENTCOM.

1. US / ISRAEL / IRAN: NYT reports joint plans for strikes after the midterms

Secondary reporting of a New York Times story says US and Israeli planners have drafted a campaign of about three days against Iran's nuclear sites, missile and drone stocks and energy infrastructure for after 3 Nov. A buildup including three carriers is reportedly expected by early November, though Trump has not authorised an offensive. [14][15] On 21 Oct Trump said "we're not negotiating" but that an outcome would come "one way or the other" fairly soon. [16] The original NYT article could not be accessed.

Assessment: The period just after the US midterms is likely the most probable window for renewed strikes.

2. IRAN / GULF: IRGC claims four ships hit and threatens US bases

The IRGC Navy said on 22 Oct that four vessels doing ship-to-ship oil transfers in the northern Gulf were hit and were burning. It warned that if the US keeps escorting ships through "mined" routes, "the conflict will extend to its bases in the region." [17][18] No UKMTO, JMIC or CENTCOM confirmation was found, and the ships were not named.

Assessment: The explicit threat raises the risk to US forces if escorts continue, though the strikes are unconfirmed.

3. SAUDI ARABIA: Attack on Dammam airport kills two; drone debris at Shaybah kills two

Saudi Arabia's civil aviation authority said an attack on King Fahd International Airport in Dammam on the evening of 21 Oct killed one person and injured eight. [19] Earlier, debris from an intercepted Houthi drone aimed at the Shaybah oilfield killed two foreign workers. [20] The Dammam toll later rose to two dead. [21] Iran International reports operations resumed at Dammam and another drone was downed over Riyadh on 22 Oct. [22]

Assessment: Houthi strikes now reach civilian and energy infrastructure in the Eastern Province, which widens the threat to Gulf oil operations.

4. SAUDI ARABIA / GULF: US orders non-essential staff out; regional footprint reduced

The State Department ordered non-essential embassy staff and families to leave Saudi Arabia, citing Houthi hostilities, and AFP reports families are also being withdrawn from the UAE, Jordan, Qatar and Bahrain. [20][23] US officials told CBS the military has quietly reduced its regional footprint because of Houthi and Iranian threats. [21]

Assessment: The withdrawals are officially tied to the Houthi threat but match patterns seen before earlier strikes.

5. YEMEN: Heavy fighting around Taiz

Clashes continued around Taiz on 21 Oct, and the UN says nearly 260,000 people have been displaced since August, about half in Taiz. [24] Before the window, a Houthi missile hit the Aden airport runway and Al-Rayyan airport in Mukalla was attacked, with no injuries. [25]

Assessment: The humanitarian situation around Taiz will likely keep worsening.

6. ENERGY: Brent tops $111

Reuters, cited by Outlook India, had Brent up 2.6% at $111.64 at 0626Z on 22 Oct after the tanker claims and the Saudi attacks. [16] A trade site reports Brent briefly reached $112. [26]

Assessment: Prices will likely rise further if the IRGC carries out its threats against US bases.

7. IRAN: MPs seek defence doctrine review; US sanctions shadow fleet network

More than 80 Iranian MPs asked the Supreme National Security Council to review the country's defence doctrine on 22 Oct. [22] The US Treasury sanctioned a law firm and shipping agents tied to Iran's shadow fleet. [21] Iranian state media reported unexplained explosions in Hormozgan province late on 21 Oct. [20]

Assessment: Iran's security establishment is likely moving to a harder line as Western financial pressure tightens.

8. LEBANON / ISRAEL: Second day of Tampa talks ends without agreement

The Israel-Lebanon military talks at CENTCOM headquarters ended their second day on 21 Oct without a public agreement. Israel wants Hezbollah infrastructure cleared in two pilot zones, and Lebanon wants Israeli withdrawal and an end to strikes. [27] Israel's delegation is led by Maj. Gen. Tal Politis. [28]

Assessment: Little progress is likely from the final day.

9. ISRAEL: Security rhetoric rises before the 27 Oct vote

Defence Minister Katz said on 22 Oct that opposition leaders would be to blame for any future attacks, and opposition figures accused him of shifting blame in advance. Security sources said no specific pre-election threat had been identified. [29]

Assessment: Security is central to the campaign, and the vote's outcome may shape any decision on renewed strikes on Iran.

10. GAZA: Israel tells US that Hamas will not disarm

Citing Haaretz, the Times of Israel reports that IDF officials briefed US counterparts that Hamas will disarm only by force and has repaired its tunnels. US-led disarmament talks are stalled. [29]

Assessment: Israel appears to be laying the groundwork for possible renewed operations in Gaza.

11. IRAN / PAKISTAN: Iranian MP threatens to close the border

An Iranian MP said Iran could close its border with Pakistan over blocked truck traffic, following Pakistan's suspension of trade at two crossings. [22]

Assessment: Trade friction is building even as Pakistan mediates between Washington and Tehran.

Collection gap: no new reporting on the Erbil missile, Iraq's border closures, Syria or the Afghan border was found. UKMTO and JMIC have not confirmed the IRGC's 22 Oct claims.

area of responsibility

EUCOM.

1. RUSSIA / US / UKRAINE: Putin agrees "in principle" to resume talks in mid-November

Witkoff met Putin for about three hours at the Constantine Palace in St Petersburg on 21 Oct, with Kushner joining by phone. [30] Kremlin aide Ushakov said Moscow is ready to resume three-way talks with the US and Ukraine "sometime around the middle of November," possibly in Abu Dhabi, but said the proposals Witkoff carried "contained little that was useful." [31][32] Russia released detained American Stephen Hubbard at the start of the meeting. [30] Zelensky told Fox News, "Right now we have to freeze… ceasefire," and said any deal must be approved by parliament. [33]

Assessment: Moscow has agreed to a process while rejecting the substance, which buys time without commitments; strikes will likely continue before mid-November.

2. RUSSIA / CHINA / US: Kremlin says a Putin-Trump-Xi meeting at APEC is being prepared

Ushakov told TASS that China is working on preparations for a three-way meeting during next month's APEC summit, though he said "a single trilateral meeting will not be enough." Kremlin spokesman Peskov separately said no specific proposals were discussed. [34]

Assessment: Moscow is likely trying to move Ukraine diplomacy into a great-power format that leaves out Kyiv and Europe; the summit is unconfirmed.

3. UKRAINE: Mass missile and drone attack on Kyiv hours after Putin meeting

Russia launched 210 drones and several types of missiles overnight into 22 Oct, mainly at Kyiv, and Ukraine says it downed 181 drones. [35][36] At least nine people were killed and 57 injured across Ukraine. In Kyiv, ambulances and a paramedic station were wrecked and metro infrastructure was damaged. [35][37][38]

Assessment: The timing signals Moscow will keep up its strike campaign while negotiating.

4. RUSSIA: Hundreds of Ukrainian drones target Moscow region

Moscow's mayor said 630 drones headed for the city overnight, and 163 were downed near the capital. [39][40] Eyewitnesses cited by ASTRA reported hits on a munitions arsenal in Serpukhov, which the Kyiv Independent could not verify. [41] Drones also damaged residential buildings and a clinic in Lipetsk. [42]

Assessment: If the figure holds, this is one of the largest raids on the Moscow region and shows Kyiv's long-range capacity during the diplomatic opening.

5. GERMANY: Military rates Russian sabotage threat "significant" for the first time

Süddeutsche Zeitung reports the Bundeswehr raised its assessment of the Russian sabotage threat to "significant," its second-highest level, and the defence ministry confirmed security at facilities will be increased. [43]

Assessment: The rating raises force-protection concerns at German bases that host or support US and NATO forces.

6. FRANCE: Macron chairs emergency security council before Saturday's protests

Macron chaired an emergency security meeting on 22 Oct. Soldiers and special police units will deploy for protests on 24 Oct, with police numbers up 20% on last weekend. [44]

Assessment: Saturday will test whether the reinforced posture can contain the unrest.

7. RUSSIA: Su-30 crashes in Kaliningrad

Russia's defence ministry said a Su-30 crashed during a training flight in Kaliningrad and the crew ejected. [45]

Assessment: The crash has little military effect but comes amid rising Russia-NATO friction around the exclave.

8. UKRAINE: Anti-corruption bureau searches central bank chief

Pre-window onset: Ukraine's anti-corruption bureau searched the central bank and the premises of Governor Pyshnyi on 21 Oct. No one has been charged, and Pyshnyi says he will stay in post. [46]

Assessment: The search adds governance risk at a sensitive moment for donor financing.

Collection gap: no official US readout of the Putin meeting was found. Nothing new in the window was found on Georgia, Hungary, Romania or Turkey.

area of responsibility

INDOPACOM.

1. NORTH KOREA / SOUTH KOREA: Loudspeakers to be ready "in a matter of days"; Seoul weighs response

In a KCNA statement, Kim Yo Jong said new response measures are on alert along the entire border and that loudspeakers aimed at the South will be on standby "in a matter of days." [47] Reuters reports she said North Korean forces would "mercilessly eliminate" South Korean forces if warning fire harmed their territory or personnel. [48] South Korea's defence ministry said a "proportionate measure" would follow any action, and the Joint Chiefs said they had detected loudspeaker maintenance but not the troop movements Kim claimed. [49][50] The Unification Ministry urged Pyongyang to stop actions that "violate the Armistice Agreement." [51] Seoul planned a letter to the UN Security Council calling the 21 Sep mine blast an armistice violation. [52] An outlet quotes Kim saying the loudspeakers would operate "within October." [53]

Assessment: Pyongyang's rhetoric appears to be running ahead of its observed military posture, but a loudspeaker exchange is likely within weeks.

2. PHILIPPINES / TAIWAN / CHINA: Manila exploring undersea-cable cooperation with Taiwan

A Philippine diplomat told a Washington seminar on 21 Oct that Manila is "exploring deeper cooperation with our friends in Taiwan" on protecting undersea cables and countering gray-zone activity in the Bashi Channel. [54] On 22 Oct China's foreign ministry said "there is no gray area on the Taiwan question." [55][56] Global Times called the remarks "two-faced." [57]

Assessment: Openly framing Taiwan as a security partner in the Luzon Strait is a notable step for Manila and will likely draw sustained Chinese pressure.

3. JAPAN / CHINA: Japan says yttrium supplies have "stalled"

A Japanese trade ministry official told AFP that yttrium exports have "stalled" under Chinese export controls. Chinese customs data show 4,000 kg exported to Japan in September, against 51,000 kg a year earlier. [58] China's foreign ministry said the controls follow Chinese law. [59]

Assessment: China is likely applying economic pressure tied to Japan's security posture, with possible effects on US defence supply chains.

4. SOUTH CHINA SEA: China says Philippine resupply at Second Thomas Shoal was "approved"

China's coast guard said the Philippines delivered supplies to BRP Sierra Madre at Second Thomas Shoal on 21 Oct "with approval from the Chinese side." [60] A Global Times editorial warned Manila not to "misread" the USS Charleston transit. [61] The Philippine military counted 31 Chinese vessels around four features from 13 to 19 Oct. [62]

Assessment: The resupply eases near-term friction, but Beijing's "approval" framing will likely draw a Philippine rebuttal.

5. AUSTRALIA / TIMOR-LESTE: Defence framework signed with A$62 million package

Defence Minister Marles and Prime Minister Gusmão signed a defence framework in Dili on 22 Oct, with A$62 million for cyber, maritime security, infrastructure and training. [63]

Assessment: Canberra is likely locking in its role as Dili's main security partner ahead of any Chinese offer.

6. INDIA / US: Rubio ends India trip; trade deal still unsigned

Rubio visited Reliance's Jamnagar refinery on 21 Oct as Washington pushes India to refine more Venezuelan oil. No trade deal was announced. [64] The Wire reports Rubio said a Quad leaders' summit will be held in Manila before year-end. [65]

Assessment: Energy purchases have likely become the main US lever for closing the trade deal.

7. TAIWAN / JAPAN: Typhoon Champi bears down

Taiwan issued a land warning for Typhoon Champi on 22 Oct, with the storm expected closest late on 23 Oct. More than 125 flights were cancelled. [66][67] The storm is forecast to turn toward southern Japan during Keen Sword.

Assessment: The weather will probably suppress PLA activity around Taiwan and curtail some Keen Sword events, so low counts on 23-24 Oct should not be read as a policy signal.

8. MYANMAR: TNLA-backed fighters reportedly defect to junta

Myanmar Now reports more than 50 TNLA-backed fighters defected to the junta last week in Kyaukme, northern Shan State; only the lede could be read. [68] The Irrawaddy reports a junta push into Myaing Township since 18 Oct has displaced up to 5,000 people. [69]

Assessment: Small defections fit the junta's China-backed effort in northern Shan but are not a major battlefield shift.

Collection gap: Taiwan's defence ministry count for 22 Oct, any official Chinese statement on Keen Sword or the USS Charleston, and the Liaoning group's position were not found.

area of responsibility

NORTHCOM.

1. MEXICO: Tropical Storm Vance forms; forecast to become a major hurricane offshore

At 0900Z on 22 Oct NHC placed Tropical Storm Vance about 510 miles south-southwest of Acapulco, with 50 mph winds, moving west. No coastal watches or warnings are in effect. [70] NHC expects rapid strengthening to Category 3 by about 24 Oct and a turn to the northwest, with low confidence after day three. Swells will reach southern Mexico this weekend. [71]

Assessment: Vance will likely be a major hurricane off southwestern Mexico by 24-25 Oct, and the Colima-Jalisco coast should watch for watches early next week.

2. ATLANTIC: Subtropical Storm Josephine forms and moves away from the US

The storm-force low off the Mid-Atlantic coast became Subtropical Storm Josephine, about 195 miles south-southeast of Nantucket at 0900Z on 22 Oct, with 65 mph winds. [72] NHC expects it to become a hurricane-force post-tropical cyclone and pass well south of Nova Scotia and Newfoundland. [73] Coastal flooding and dangerous surf continue on the US East Coast. [74]

Assessment: There is no landfall threat, but coastal flooding and a marine hazard for North Atlantic shipping will continue.

3. MEXICO: Judge orders pretrial detention for ex-prosecutor in CIA case

A federal judge ordered mandatory pretrial detention for former Chihuahua prosecutor César Jáuregui on the treason charge, and the decision on formally binding him over was moved to 24 Oct. [75][76] The judge who issued the original arrest warrant resigned on 18 Oct without explanation. [77]

Assessment: Keeping Jáuregui detained keeps the CIA case on the bilateral agenda during US-Mexico trade and security talks.

4. CANADA: Wainwright mourns four soldiers; 33 still in hospital

The Canadian Press reports 33 people remain in hospital after the 17 Oct fire at CFB Wainwright, and a community vigil was held on 21 Oct. The cause has not been determined. [78]

Assessment: The investigation's findings will likely draw political scrutiny of training safety.

5. UNITED STATES: Pentagon lends DHS a microwave crowd-control weapon for border testing

Citing a memo obtained by CNN, a broadcast syndicate reports that Defense Secretary Hegseth authorised a seven-month loan of one Active Denial System to DHS. The weapon causes a burning sensation on the skin, and DHS could later seek to use it at the border. [79]

Assessment: Any border use would likely draw legal challenges and objections from Mexico.

6. MEXICO / US: Sheinbaum denies commitment to buy more US gas

Sheinbaum said on 21 Oct that energy is part of the talks but there is "no agreement nor any commitment to buy more gas." [80] Officials reported 2,539 fuel-theft arrests since October 2024, aided by US border data. [81]

Assessment: US pressure on energy purchases appears to be a remaining sticking point before a trade deal.

Collection gap: the outcome of Jáuregui's 22 Oct state hearing was not yet known. CNN and CBC pages did not load.

area of responsibility

SOUTHCOM.

1. HAITI / EL SALVADOR: Bukele says gangs hold four soldiers hostage and launches rescue

Bukele said on 21 Oct that Haitian gangs are holding the four Salvadoran aviation technicians hostage and that he had launched a military operation to bring them back. [82] He warned that "today's attack is nothing compared to what is coming" if they are not released alive. [83] Haiti's government called their release an "absolute priority." [84] No group has claimed the abduction, and there is no public proof the men are alive. [85]

Assessment: A unilateral Salvadoran operation raises the risk of escalation and of reprisals against the hostages.

2. BRAZIL: Quaest has Flávio 45%, Lula 44%

The Quaest poll released on 21 Oct has Flávio Bolsonaro at 45% and Lula at 44%. Lula's rejection rate fell from 53% to 47%. [86] Datafolha is due on 22 Oct, the Globo debate on 23 Oct and the runoff on 25 Oct.

Assessment: The race is a dead heat, and Lula's falling rejection rate is the main movement before the final debate.

3. VENEZUELA: Rival opposition and government marches in Caracas today

Machado's party is holding a national protest from 1600 local (2000Z) on 22 Oct at Plaza Venezuela. [87] Interior Minister Diosdado Cabello called a government women's march in Caracas the same day. [88] The protest demands a 2027 election and Machado's return. [89]

Assessment: Rival marches on the same day raise the risk of confrontation and security-force action this evening.

4. CUBA / US: Havana says Washington is threatening countries before the UN embargo vote

Cuba's foreign minister said on 21 Oct that the US is threatening to cut cooperation and deny visas to countries that back the annual UN resolution against the embargo, due 27-28 Oct. [90]

Assessment: A visible US push may erode the usual near-unanimous vote against the embargo.

5. COLOMBIA: Drone attack on police station wounds six

Pre-window onset: Drones dropped four explosive charges on the police station in Pelaya, southern Cesar, early on 21 Oct, wounding six officers. Officials named the ELN as the likely perpetrator. [91]

Assessment: ELN drone attacks show the government's "total offensive" faces an adaptive threat.

Collection gap: no new US strike on drug boats or SOUTHCOM statement was found. Results of the Salvadoran rescue operation and of today's Venezuela marches fall after the window.
