bottom line up front

CENTCOM: Aramco evacuated its Dhahran headquarters as the Houthis claimed strikes on the Saudi Defence Ministry in Riyadh and an Aramco site in Yanbu. Brent rose to about $114.50. Trump said Iran is faking tanker hits to raise oil prices and that the US "may do it a little bit further." [21][22][27][14][16]

EUCOM: Russia sent 176 drones overnight and knocked a DTEK thermal power plant offline. Zelensky said the US has cut Patriot supplies. The Kremlin named Abu Dhabi as the likely venue for three-way talks, and France banned protests in several cities before Saturday. [37][38][44][45][50]

AFRICOM: The UN confirmed at least 80 dead in the Abyei strike, far below local claims of more than 200, and Khartoum denied any army role. The WHO warned of a "more complex" Ebola outbreak now reaching Nigeria. [1][2][3][5]

INDOPACOM: Typhoon Champi shut down most of Taiwan, killing one person and injuring 94, and cut off Okinawa's southern islands. Seoul took North Korea's DMZ mine blast to the UN Security Council while its own NSC failed to agree on a loudspeaker response. [58][60][62][64][66]

NORTHCOM: Vance became a hurricane and is forecast to reach Category 3 offshore, with no coastal watches. A Chihuahua judge dropped the CIA-collusion count against the former state prosecutor. A federal judge halted a DHS noncitizen-voter probe in nine states. [78][79][82][84]

SOUTHCOM: Datafolha has Flávio Bolsonaro and Lula tied at 50% of valid votes before Sunday's runoff. El Salvador sent troops to Haiti and is reportedly trying to negotiate its soldiers' release. Ecuador arrested opposition figure Luisa González. [92][90][91][99]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. SUDAN / SOUTH SUDAN: UN confirms at least 80 dead in Abyei strike; Khartoum denies army role

Pre-window onset: The UN put the toll from the 19 Oct drone strikes on Abyei at "at least 80 people killed and 27 injured" and said it is "not yet in a position to formally determine responsibility." UNISFA has doubled patrols to deter retaliation. [1] Sudan's foreign ministry said on Thursday the army has "absolutely no connection" to the attack, and the RSF-aligned "Government of Peace" filed a complaint with the UN Fact-Finding Mission. [2] Sudans Post reports local authorities now claim 220 killed, and notes that BBC and AP earlier quoted a Sudanese officer saying the army hit RSF fuel tankers. [3]

Assessment: With the toll now disputed between the UN (80) and local officials (153 to 226), and Khartoum's denial contradicting its own officer, attribution is likely to become a diplomatic flashpoint between Juba and Khartoum.

2. SUDAN: Drone strikes kill more than 160 in days; army claims 75 air strikes

Al Jazeera reports drone attacks across Sudan killed more than 160 people in recent days, including 80 at a transport hub near a market in al-Dabba, 17 in an army strike on Nyala and 41 in an RSF strike on displaced people in Blue Nile. The army says it carried out 75 air strikes across Kordofan and Darfur, and a Centre for Information Resilience study found 21 drone models in use. [4]

Assessment: Both sides are very likely to keep expanding drone warfare, and civilian tolls will probably keep rising. Most of the strikes cited happened before the window.

3. AFRICA / EBOLA: WHO warns of a "more complex" outbreak as Nigeria's imported case is confirmed

WHO Africa director Mohamed Janabi said on 22 Oct, "We are facing a more complex outbreak landscape." The DRC outbreak has killed 4,381 people from more than 9,000 confirmed cases since mid-May, Kenya has 9 cases, and Nigeria is the fourth affected country. [5][6] Nigeria's case is a Bundibugyo-strain infection in a diplomat who had travelled to Uganda, which Uganda calls "preposterous." [6] Nigeria's health minister said there is "no indication" large gatherings need restricting. [7]

Assessment: Spread into West Africa's most populous state raises the stakes for the Africa CDC summit on 28 Oct.

4. SENEGAL: General strike enters its final day; government calls it unlawful

The 72-hour FSDT strike against new labour laws ends on 23 Oct. The labour ministry warned of pay deductions and disciplinary action for strikers. [8] Before the window, RFI reported most Dakar buses stayed in depots and unions said the state used soldiers to drive buses. [9]

Assessment: The standoff is a real stability risk eight days before the Youth Olympic Games open in Dakar on 31 Oct; watch whether unions extend the action.

5. NIGER / LIBYA: Swiss and Austrian hostages freed after Haftar intervention

Bern and Vienna said Claudia Abbt and Eva Gretzmacher, kidnapped in Agadez in 2025, were freed and handed over in Benghazi after an intervention by Khalifa Haftar. No group has claimed the kidnappings; Islamic State Sahel is suspected. [10]

Assessment: The release shows Haftar's reach into the Sahel; the kidnapping threat to foreigners in northern Niger remains high.

6. ETHIOPIA: TPLF leader says Tigray is "still at war"

Pre-window onset: In a message aired on Tigrayan TV, TPLF leader Debretsion Gebremichael said Tigray will "remain a graveyard for its enemies." [11] Federal forces retook Mekelle on 4 Oct, and analysts warn of a risk of war with Eritrea. [11][12]

Assessment: The conflict is likely moving into an insurgency phase, with a real risk of drawing in Eritrea.

7. GUINEA: Former Constitutional Court president jailed for seven years

Guinea's anti-graft court sentenced Mohamed Lamine Bangoura to seven years for illicit enrichment and laundering involving more than $20 million. He is one of about 180 Condé-era officials targeted; the opposition says the courts are being weaponised. [13]

Assessment: The judicial campaign against the old regime will probably continue, with low to moderate political tension.

Collection gap: no in-window reporting was found on Mali, Burkina Faso, Somalia, El Fasher or armed attacks in Nigeria. An AP report of an IS-Sahel attack in Ménaka, Mali, dated 20 Oct, was not opened.

area of responsibility

CENTCOM.

1. US / IRAN: Trump says Iran is faking tanker hits and hints at more strikes

On Truth Social, Trump said Iran was making up ship hits and mine strikes to push oil prices up before the 3 Nov midterms. [14][15] At the White House he said the US had "knocked the hell out of them, and we may do it a little bit further." [16] At a Sioux City rally he said "we're going to have Iran finished one way or the other." [17] gCaptain notes none of the seven IRGC-claimed incidents has been independently verified and UKMTO has issued no matching reports. [15]

Assessment: Trump is probably playing down strike talk before the midterms while keeping the threat open afterwards, which fits the reported post-midterm planning.

2. US / IRAN: Blockade marks 100 days; Waltz says the US is ready for a long conflict

CENTCOM marked 100 days of the blockade of Iranian ports and says it has stopped $25bn in crude exports and turned back 138 ships. [14] US UN Ambassador Mike Waltz told the Financial Times the US could still be in a "stalemate a year from now" and that the Navy can sustain the blockade "for the foreseeable future." [18]

Assessment: Washington is signalling a long economic squeeze alongside any military option.

3. ISRAEL: IDF officials say there is no need to strike Iran before the election

Senior IDF officials told Ynet that "an attack was never on the table" and see no reason to strike before the 27 Oct elections unless Iran prepares an attack. They are uneasy about Netanyahu and Katz talking publicly about strikes. [19] A Times of Israel headline says the IDF chief sees no operational need to strike before the vote. [20]

Assessment: The military's distance from election-season rhetoric lowers the near-term risk of a unilateral Israeli strike before 27 Oct.

4. SAUDI ARABIA: Aramco evacuates Dhahran headquarters; Houthis claim strikes on Riyadh and Yanbu

Six people told Reuters that Aramco ordered staff out of its Dhahran headquarters, the first such evacuation of the war. [21] The Houthis claimed four attacks in 48 hours, on the Defence Ministry in Riyadh, Dammam airport, an Aramco site in Yanbu and Abha airport; Saudi Arabia has not confirmed the Riyadh or Yanbu strikes. [22][23] Aramco's CEO said East-West pipeline throughput rose from 2 to 7 million barrels per day. [14] A Russian outlet citing Xinhua reported loud explosions over Riyadh early on 23 Oct; this is unconfirmed. [24]

Assessment: The Houthi campaign is now aimed at Saudi state and energy nerve centres, and the evacuation suggests Aramco takes the threat to Dhahran seriously.

5. YEMEN: Houthis likely cut the Taiz-Aden road

The Critical Threats Project assesses the Houthis "almost certainly" captured the Taiz-Aden road segment and likely took a checkpoint on Taiz City's southwestern edge on 22 Oct, while government-aligned forces advanced near Bab al-Mandab. [25] The Houthis say Saudi Arabia attacked an Indian yacht near Zuqar Island; [23] Iran International reports India's embassy says all 14 Indians aboard are safe. [26]

Assessment: If the Houthis hold the road, Taiz is likely isolated and government supply lines to Aden come under pressure.

6. ENERGY: Brent near $114.50, heading for a third weekly gain

Brent rose 1.1% to $114.50 on Friday morning, with WTI at $100.80. [27] On Thursday Reuters had Brent up $3.51 to $112.33, a five-month high, and the Saudi stock index fell 2.5%. [22][21] A trading site quoted $114.00 at 0533 GMT. [28]

Assessment: Prices are being driven by attacks on Saudi Arabia and unverified Hormuz claims more than by actual flows.

7. UAE: Tanker oil spill closes Umm Al Quwain beaches

The UAE environment ministry confirmed a tanker spill and closed all Umm Al Quwain beaches, saying odours reported across the northern emirates pose no health risk. [29] The ministry did not name the vessel; The National notes the Gem No.2 was hit in a suspected Iranian drone attack on 9-10 Oct. [30]

Assessment: This is the first visible environmental spillover of the tanker war onto the UAE coast; desalination intakes and fisheries may be affected.

8. REGIONAL: European and Muslim-majority foreign ministers meet in Istanbul; Egypt delays Saudi-support vote

Turkey is hosting the UK, France and Germany with Saudi Arabia, Pakistan and Egypt on 23 Oct to discuss Palestine, Yemen, Hormuz and Ukraine. [31] Egypt's parliament postponed to 26 Oct a vote authorising the armed forces to support Saudi Arabia. [22] Rubio thanked Qatar for mediation. [14]

Assessment: A non-US diplomatic track is forming around the Saudi-Houthi war, while Egyptian military involvement remains possible.

9. LEBANON / ISRAEL: Tampa talks end with no breakthrough and no next session

Lebanese military sources said the CENTCOM-hosted talks ended with "no breakthrough"; Israel rejected third-party verification, no new session is scheduled, and Israeli strikes continued in the south. [32] The State Department denied any US-Turkey plan for Lebanon and reaffirmed that the framework starts with Hezbollah's disarmament. [33]

Assessment: With talks stalled and Israeli pressure continuing, the risk of escalation in southern Lebanon is rising.

10. GAZA: Israeli fire kills at least four; Huckabee doubts the Board of Peace

Gaza health officials say Israeli strikes and gunfire killed at least four people on Thursday. [34] The IDF said it killed the head of the Popular Resistance Committees in Khan Yunis, and US Ambassador Mike Huckabee questioned whether the Board of Peace can carry out Trump's Gaza plan. [35]

Assessment: The ceasefire continues to erode steadily.

11. SYRIA: Two officers killed in raid on suspected ISIS cell near Damascus

Pre-window onset: Syria's Interior Ministry said two officers were killed and five wounded in Rankous, west of Damascus, with five suspects killed and six arrested. Residents told Al Jazeera the cell was smaller than officials said. [36]

Assessment: ISIS cells remain active near the capital despite repeated arrests.

Collection gap: no in-window Israeli election poll, Iraqi militia reporting or new Pakistan-Afghanistan reporting was found. Reports of US strikes near Sirik and of a Trump map labelling Hormuz as US territory were not verified and are not used.

area of responsibility

EUCOM.

1. UKRAINE: 176-drone attack knocks a DTEK power plant offline

Russia launched 176 drones overnight into 23 Oct; Ukraine says it downed or jammed 140, with hits at 19 locations. [37] DTEK said the attack stopped generation at one of its thermal power plants. [38][39] Nine people were injured in Zhytomyr Oblast, including two children. [40] Ukrainian drones hit communications in occupied Luhansk for the third night in four, and Russia claimed 443 drones downed over its territory. [41][39]

Assessment: Russia's winter campaign against energy targets will very likely continue, and Ukraine is systematically striking occupation communications.

2. UKRAINE: Lozova market strike kills two; Zelensky warns of Patriot shortfall

A strike on Lozova's central market in Kharkiv Oblast killed 2 and injured 36. [42] Russia launched a daylight ballistic attack on Kyiv while Finland's prime minister was visiting. [43] Zelensky said "the Americans have reduced supplies" of Patriot interceptors and that Europe can provide them "only when the American side approves it." [44]

Assessment: Interceptor shortages combined with more ballistic fire make further civilian casualties likely.

3. RUSSIA / US / UKRAINE: Kremlin names Abu Dhabi for talks; Zelensky open to a G20 meeting

Peskov said "for now we are talking about Abu Dhabi," that no Putin-Trump call is planned, and that Putin's attendance at the Miami G20 is undecided. [45] Zelensky said technical teams may meet in the UAE in early November and that he would attend the G20 if invited. [46] Merz said "there will be no lasting peace in Ukraine without Europe." [47]

Assessment: Momentum toward a UAE round is building, and Europe is pressing for a seat at the table.

4. EU / RUSSIA: EU proposes 117 sanctions listings as the first Russian diesel cargo sails for the US

The EU proposed 117 new listings targeting oil, banks, LNG and 12 UAE entities. [48] A tanker loaded 40,000 t of diesel at Primorsk on 22 Oct for New York, the first cargo under the deal Trump announced on 9 Oct. [49]

Assessment: EU and US energy policy toward Russia are clearly diverging.

5. FRANCE: Protest bans and curfews ahead of Saturday

After Thursday's security council, Macron urged that no demonstrations be held in the coming days. [50] Lyon and Marseille banned all Saturday protests, Marseille set a weekend curfew, and a yellow-vest march in central Paris was banned while a CGT march was allowed. [50][51] Darmanin said 2,500 people have been arrested since last weekend, and soldiers from Operation Sentinelle will deploy. [51][50]

Assessment: Clashes on 24 Oct are likely where banned groups defy orders.

6. SERBIA: Snap election Sunday as student list challenges Vučić

The Student List, born from protests over the 2024 Novi Sad canopy collapse, is the main challenger to the ruling SNS; Vučić has called the students "terrorists." [52] Reuters reports one poll shows a close race, alongside beatings of activists and spyware targeting. [53]

Assessment: A close, tense vote on 25 Oct carries a significant risk of post-election protests.

7. LATVIA: Brief airspace alert in eastern districts

Latvia's armed forces declared a possible airspace threat in Krāslava and Rēzekne at 1239 on 22 Oct and cancelled it at 1316. [54]

Assessment: Alerts linked to drone overspill from the war will probably keep recurring on NATO's eastern flank.

8. CAUCASUS: Pashinyan accuses Russia; Georgia charges journalist with treason

Pashinyan said Russian restrictions on Armenian goods are "political" and that the CSTO "failed to fulfil its treaty obligations." [55] Georgian prosecutors will charge journalist Dito Chubinidze with treason over claims about Davit Gareji. [56] Erdoğan phoned Aliyev amid reports of almost 90 detentions over a hijab ban protest. [57]

Assessment: Armenia-Russia relations are deteriorating, and Georgia is escalating prosecutions of critics.

Collection gap: nothing new in the window was found on Moldova, Kosovo, Turkey's domestic security or Germany beyond yesterday's sabotage rating. A Ukrainian claim of a pipeline infiltration near Kupiansk is unverified.

area of responsibility

INDOPACOM.

1. TAIWAN: Typhoon Champi shuts down most of the island

Taiwan closed almost entirely on 23 Oct, cancelling all 931 scheduled flights and evacuating almost 1,300 people. [58] Stock trading and schools were suspended. [59] One man died on Liuqiu and 94 people were injured; at 1100 local time the storm was 260 km southeast of Yilan with 155 km/h winds. [60] About 77,500 households lost power and part of Highway 9 in Taitung washed away. [61] Forecasters said landfall "could not be ruled out," [58] and the storm is expected to move toward the eastern China coast and Kyushu. [59]

Assessment: Taiwan will probably avoid a direct hit, but the heaviest rain over the north is still ahead, so casualties and landslides could rise.

2. JAPAN: Champi cuts off Okinawa's southern islands

The JMA said Champi would pass between Okinawa and Taiwan on 23 Oct with gusts of 70 m/s. [62] Flights to Ishigaki were cancelled, Miyako and Tarama airports closed, and Yaeyama ferries cancelled through at least 24 Oct. [63]

Assessment: The risk moves to Kyushu and western Japan at the weekend.

3. SOUTH KOREA / NORTH KOREA: Seoul takes the DMZ mine blast to the UN Security Council

South Korea's UN ambassador sent a letter to the Security Council calling North Korea's mine-laying south of the demarcation line a "violation of the Korean War Armistice Agreement." [64] The letter is being circulated to members but will not automatically lead to action. [65]

Assessment: Seoul is choosing diplomatic escalation over military escalation; Pyongyang will probably cite the letter as a further "provocation."

4. SOUTH KOREA: NSC ends without a decision on answering the loudspeakers

The NSC standing committee discussed a response to North Korea on 22 Oct and reached no conclusion, amid differences between agencies. [66] Before the window, the JCS described the North's loudspeaker work as routine maintenance. [67] AP-based reporting on 23 Oct does not say the North's loudspeakers are operating. [68]

Assessment: Seoul is unlikely to move first and will probably wait for the North's loudspeakers to switch on.

5. TAIWAN / CHINA: No PLA aircraft reported; Chinese ships remain

Taiwan's defence ministry reported 3 PLA Navy ships and 7 "official" ships, and no PLA aircraft, in its latest 24-hour count. The reporting period is unclear. [69]

Assessment: Low air activity is probably partly due to the typhoon; the ship presence keeps up gray-zone pressure.

6. PHILIPPINES / CHINA: Manila rebukes Chinese embassy; report says Beijing weighs countermeasures

Pre-window onset: The foreign ministry said Chinese embassy social media posts "erode mutual trust and confidence" and reserved the right to take "further diplomatic action." [70] A Manila Chinese-language paper reported, citing unnamed sources, that Beijing is considering 10 countermeasures, including sanctions on politicians, oil and fertiliser cuts and towing the BRP Sierra Madre; Beijing has not confirmed this. [71][72]

Assessment: The countermeasure report is unverified and may be a deliberate signal, but relations are clearly worsening.

7. MYANMAR: Aung San Suu Kyi allowed first call with her son in five years

Kim Aris said he spoke with his mother on 22 Oct, their first contact since the 2021 coup, and said she "remains unjustly detained." [73] A regional human rights forum expelled Myanmar's commission, and more than 400 Rakhine returnees from Malaysia remain in military custody. [74]

Assessment: The gesture fits the junta's push for legitimacy and does not signal an easing of her detention.

8. PAPUA NEW GUINEA: Parliament debates Bougainville independence

Parliament opened debate on the 2019 referendum, in which 97.7% voted for independence. [75] Ratification needs three-quarters of all MPs, and rejection is expected. [76]

Assessment: A rejection would test the 2001 peace agreement; the vote date is the trigger to watch.

9. THAILAND / CAMBODIA: Bangkok to test Cambodia through maritime confidence measures

Pre-window onset: Thailand said it will judge Cambodia's sincerity by whether it implements six maritime confidence-building measures; a third conciliation meeting is expected in November. [77]

Assessment: The border is tense but contained.

Collection gap: Taiwan's defence ministry, Taiwan's weather agency, JTWC and JMA pages could not be read directly, so PLA and typhoon figures come from wires and secondary outlets. No North Korean missile launch, new Second Thomas or Scarborough incident, or APEC confirmation was found.

area of responsibility

NORTHCOM.

1. MEXICO: Vance becomes a hurricane, forecast to reach Category 3 offshore

As of 0900 UTC Vance had 85 mph winds about 440 mi SSW of Acapulco, moving NNW at 6 mph, with no coastal watches or warnings. [78] The NHC forecasts rapid strengthening to 115 mph by early 24 Oct and a track that stays offshore, with low confidence after about 60 hours. [79]

Assessment: The main land risk is dangerous surf; watches for the Colima-Jalisco-Michoacán coast cannot be ruled out after day 3.

2. ATLANTIC: Josephine becomes a powerful post-tropical low

The NHC issued its final advisory on Josephine at 2100 UTC 22 Oct, 235 mi ESE of Nantucket, warning of coastal flooding on the Mid-Atlantic coast and dangerous surf along the US East Coast and Atlantic Canada. [80] As of 0920 UTC the NHC listed no active Atlantic storms. [81]

Assessment: The remaining threat is to shipping and coastal surf.

3. MEXICO: Judge drops CIA-collusion count against former Chihuahua prosecutor

A Chihuahua state judge bound over César Jáuregui only for illegal exercise of public service and rejected the charge of collusion with CIA agents over an April drug-lab raid. The separate federal treason hearing is expected on Saturday 24 Oct. [82]

Assessment: Dropping the CIA count may weaken the political framing of the federal treason case.

4. MEXICO: Sheinbaum denies protecting criminals; Ebrard in US for trade review

Sheinbaum denied her government protects criminal groups or that the Jáuregui prosecution is retaliation, while Economy Secretary Ebrard was in the US for the USMCA review. [83]

Assessment: This is domestic sovereignty messaging while trade talks continue.

5. UNITED STATES: Judge halts DHS noncitizen-voter probe in nine states

A federal judge in Oakland ordered officials to stop investigating noncitizen voter registration in nine states until polls close on 3 Nov, delaying the order until Friday to allow an appeal. She called the lists "voluminous and unreliable." [84]

Assessment: An emergency appeal is likely, putting DHS enforcement into the final days before the midterms.

6. UNITED STATES: Texas teen arrested over alleged ISIS-inspired plot to kill a congressman

Pre-window onset: A 17-year-old from McKinney was arrested on 5 Oct, accused of planning to assassinate Rep. Keith Self at a 17 Oct event. [85] No charges have been made public and the FBI declined to comment. [86][85]

Assessment: This adds to threats against political figures before the midterms.

7. CANADA: Military says Wainwright fire began on a grenade-launcher range

Officials said the fire started during training on the automatic grenade launcher range inside a danger area firefighters could not enter, and a wind shift pushed it toward soldiers. [87][88] 27 soldiers remain in hospital, 13 of them critical, and three investigations are under way. [87]

Assessment: The afternoon live-fire decision is becoming the accountability issue.

8. UNITED STATES: DOJ asks Supreme Court to allow Big Bend wall

Pre-window onset: The Justice Department asked the Supreme Court to lift an injunction halting the $1.7 billion Big Bend border wall project. [89]

Assessment: A ruling could come within days and would test DHS waiver authority.

Collection gap: no in-window National Guard deployment changes, significant border incidents or Bahamas reporting were found. Mexican civil protection pages on Vance were not checked.

area of responsibility

SOUTHCOM.

1. HAITI / EL SALVADOR: Salvadoran troops arrive; government reportedly seeks to negotiate release

The UN-backed Gang Suppression Force confirmed a Salvadoran contingent had arrived; the Miami Herald reported 100 soldiers with 100 more due. [90] Citing the Wall Street Journal, Infobae reports El Salvador is trying to open a channel to the gangs; no ransom has been demanded. [91]

Assessment: Pursuing talks alongside a build-up suggests the hostages have not been located; a forced rescue would carry a high risk of casualties.

2. BRAZIL: Datafolha shows a 50-50 tie before Sunday's runoff

Datafolha shows Flávio Bolsonaro and Lula tied at 50% of valid votes. [92] In total votes, Flávio has 47% and Lula 46%. [93] The final TV Globo debate is tonight. [94]

Assessment: The 25 Oct runoff is a true toss-up, and a narrow result raises the risk of a contested outcome.

3. VENEZUELA: Thousands join first national opposition protest in nearly two years

Thousands marched in Caracas and other cities to demand elections, with no clashes or arrests reported, while the ruling party held a counter-march. [95][96] Interim President Delcy Rodríguez has set no election date. [95]

Assessment: The opposition can mobilise peacefully, and pressure for an election calendar will build.

4. COLOMBIA: President orders airstrike on ELN camp in Cauca

President Abelardo de la Espriella said he authorised a strike on an ELN camp and that there would be "no truce." [97] He said nine were killed in El Tambo, Cauca, possibly including an ELN regional commander. [98]

Assessment: The air campaign against the ELN is escalating, and reprisals are likely.

5. ECUADOR: Opposition figure Luisa González arrested in campaign-finance probe

González was arrested in Manabí on 22 Oct in a money-laundering investigation into her 2023 campaign, [99][100][101] which she called "absurd." [100]

Assessment: The arrest sharpens polarisation before the 29 Nov local elections, and protests are possible.

6. CUBA: Second US-funded aid flight lands for Church distribution

A second US-government aid flight landed at Varadero with 700 kits for Cáritas to distribute in rural Matanzas. [102]

Assessment: Washington is pairing pressure with Church-delivered aid before the UN embargo vote.

7. CUBA / UN: Embargo vote set for 28 October

Pre-window onset: The General Assembly vote on ending the US embargo is scheduled for 28 Oct. [103] An earlier procedural vote to resume debate passed 136-9-30. [104]

Assessment: A large majority is expected again; the "no" and abstention counts will measure US pressure.

Collection gap: no in-window Peru reporting was found, and Haiti troop figures rest on secondhand relays because AP, Reuters and CNN pages did not load.
