Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. MALI: Army and Russia's Africa Corps retake Kidal after separatists withdraw

Mali's armed forces entered Kidal with support from Russia's Africa Corps, about five months after separatists seized it. The Azawad Liberation Front announced a "strategic and controlled withdrawal," citing "disproportionate use of aerial assets by Russian mercenaries." An analyst quoted by AFP and Reuters called the recapture "symbolic" rather than "decisive" [1].

Assessment: Separatist and JNIM fighters will likely shift to ambushes, roadside bombs and convoy attacks around Kidal rather than contest the city directly.

2. NIGERIA: Air Force says no survivors in ATR-42 crash; toll revised to 25

The Nigerian Air Force published the manifest of the aircraft that crashed near Igbokoda, Ondo State, showing 25 people aboard and no survivors [2]. Ondo State officials said the aircraft "nosedived into the water breaking into two" and sank, complicating recovery [3]. Civilians were among the dead, and the Chief of Air Staff ordered a full investigation [4].

Assessment: Recovering the bodies and flight recorders will likely take several more days. The cause remains undetermined.

3. LIBYA: Benghazi lawmakers name a new House speaker; Aguila Saleh rejects it

The House of Representatives spokesman said a session chaired by the second deputy speaker selected Al-Saleheen Abdulnabi Al-Obeidi as speaker in place of Aguila Saleh. Saleh called the session "not official" and without "legal effect" [5].

Assessment: Eastern Libya's legislature very likely now has contested leadership, further weakening its role in UN-led talks. Haftar's position will likely decide the outcome.

4. SUDAN: Burhan rejects talks and vows to retake all RSF-held territory

Army chief Abdel Fattah al-Burhan rejected negotiations and pledged to retake "every inch" from the RSF as the army advances toward En Nahud. RSF attacks killed at least 10 civilians in West Kordofan, and more than 5,500 people fled villages in Blue Nile state [6].

Assessment: A ceasefire in the next 72 hours is highly unlikely, and fighting around En Nahud will likely intensify.

5. KENYA / DRC: Kenya confirms first Ebola case

A Kenyan national who had lived in the DRC traveled overland through Uganda, flew to Nairobi and died there. At least 28 contacts are in quarantine and authorities are tracing the flight's passengers and crew. The DRC outbreak has passed 8,300 confirmed cases and 4,000 deaths [7].

Assessment: Further cases in Kenya are likely in the coming weeks, and regional states will likely tighten border and airport screening.

6. ETHIOPIA / ERITREA: Civilian toll in Tigray grows; analysts warn of interstate war risk

Africanews reported a drone strike on a displacement camp in western Tigray that killed eight people, and shelling in late September that critically injured 44 civilians, most of them children [8]. An International Crisis Group analyst said Ethiopia and Eritrea "coming up against each other" means "the regional picture is looking worse" [9].

Assessment: Direct Ethiopia-Eritrea clashes are a realistic possibility in the coming weeks, given Abiy's renewed demand for Red Sea access.

7. SOMALIA: Government says operation killed former al-Shabaab intelligence chief

pre-window onset

Somalia's National Intelligence and Security Agency said a 1 Oct operation in Jilib district, supported by international partners, killed Bashir Ahmed Haji Nunow, whom it describes as head of al-Shabaab's Amniyat wing from 2016 to 2024 [10]. Al-Shabaab has not commented, and there is no independent confirmation.

Assessment: Even if accurate, the death is unlikely to reduce al-Shabaab's near-term ability to attack Mogadishu.

Collection gap: no in-window attack reporting found for Burkina Faso, Niger or eastern DRC.

area of responsibility

CENTCOM.

1. YEMEN / SAUDI ARABIA: Houthis target Aden airport; missiles intercepted over Saudi Arabia; heavy losses on both sides

The Houthis claimed dawn drone and missile strikes on airports on 7 Oct, including Aden International Airport, with no casualties reported [11]. The Saudi-led coalition said it destroyed a Houthi ballistic missile north of Riyadh and another aimed at Khamis Mushait [12]. Agency reporting carried by Dawn says more than 270 combatants were killed in a single day, mostly Houthi fighters hit by Saudi airstrikes [13]. ISW reports the Houthis halted the government's coastal advance near Dhubab and that Saudi Arabia conducted its first naval bombardment near Hudaydah [14].

Assessment: Houthi attacks on Saudi airports and Aden will likely continue over the next 72 hours, and Saudi strikes on Hudaydah-area ports will very likely continue.

2. OMAN / STRAIT OF HORMUZ: Tanker hit by projectile off Limah; 12 crew injured

The Panama-flagged tanker MT On Peace was struck by an unknown projectile about 9 nm off Limah, Oman, starting a fire. Twelve of its 19 crew were injured, most of them Indian, and India called the attacks on shipping "a cause of deep concern" [15]. Oman's air force evacuated 10 crew to hospital in Khasab [16]. No one has claimed the attack.

Assessment: The strike is likely linked to Iran's enforcement of the Hormuz closure. Further strikes on merchant ships in the strait are likely within 72 hours.

3. IRAN / US: Vance says Iran must cut enrichment to end the war; renewed activity at bombed nuclear site

Vice President JD Vance said Iran must meaningfully reduce its enrichment capacity to end the war, asking "If you don't want a nuclear weapon, then why do you need 60 per cent enriched fuel?" [17]. Satellite imagery reported by the Times of Israel shows significant renewed activity at the Minzadehei underground site near Tehran, which Israel struck in March [18]. Tehran has set up an economic committee to respond to blockade pressure [19].

Assessment: The enrichment demand probably narrows room for a near-term deal. The imagery makes it more likely that Washington or Israel cites nuclear reconstitution to justify the pending decision on Iran.

4. ISRAEL: 7 October anniversary begins without a major attack

As of late morning on 7 Oct, the Times of Israel reported no rocket, missile or terror attack overnight, and the IDF conducted raids in the West Bank [20]. Israel's National Security Council warned that Iran, its proxies and jihadist groups see the date as a milestone and flagged Jordan, Qatar, Egypt and Somaliland as risky for Israeli travelers [21].

Assessment: The risk of attacks on Israeli and Jewish targets abroad will likely remain elevated through the anniversary and the run-up to Israel's 27 Oct election.

5. LEBANON: Hezbollah rules out disarmament under attack; Tampa talks to focus on verification

Hezbollah leader Naim Qassem said the group cannot disarm while Israeli attacks continue, though it is open to discussing a state monopoly on arms "within constitutional frameworks" [22]. The 20 Oct Lebanese-Israeli military meeting in Tampa will reportedly focus on a verification committee for the area south of the Litani [23].

Assessment: A disarmament breakthrough before the Tampa meeting is unlikely, and Israeli strikes in Lebanon will likely continue.

6. IRAQ: ISIS claims first attack on Iraqi forces since the US withdrawal

ISIS claimed an assault southwest of Kirkuk that killed a Federal Police officer, the first reported ISIS attack on Iraqi security forces since US forces completed their withdrawal on 30 Sep [24]. An ISIS sniper also hit a Popular Mobilization Forces position in Hawija [25].

Assessment: ISIS will likely keep testing Iraqi forces in the Kirkuk and Hawija belt after the US exit.

7. PAKISTAN: Extended-range Fatah-IV cruise missile tested

Pakistan's military said it tested an upgraded, extended-range Fatah-IV ground-launched cruise missile on 6 Oct [26].

Assessment: The test is probably meant in part to signal capability to India and to Gulf partners as Pakistan deploys forces under the Mecca pact.

Collection gap: no UKMTO notice was opened for the On Peace strike, and no Iranian state-media reporting was reviewed. Afghanistan, Syria and Central Asia were not covered this cycle.

area of responsibility

EUCOM.

1. BULGARIA / BLACK SEA: Drones strike two ships in Bulgaria's exclusive economic zone; one sinks

Drones struck two merchant ships in Bulgaria's exclusive economic zone. One sank off Byala with its crew missing, and 18 sailors were rescued from the damaged cargo ship ABLE. Bulgaria sent helicopters and an Su-25 to search for survivors [27]. The president called the national security council for 7 Oct, and Prime Minister Radev chose not to invoke NATO Article 4 because the strikes were outside territorial waters [28]. The foreign minister called the attack "a serious breach of international law" [29]. Zelensky blamed Russia and said it wants to make the western Black Sea "unfit for navigation" [30].

Assessment: Russia is likely responsible, but Bulgaria has not attributed the attack. More strikes on merchant ships off Romania and Bulgaria are likely, and NATO maritime measures are a realistic possibility.

2. UKRAINE: Large overnight missile and drone attack hits Kyiv and Pryluky

Russia's Defense Ministry called its overnight attack a "massive strike." At least two people were killed in Kyiv's Darnytskyi district [31]. A missile hit an apartment block in Pryluky, Chernihiv Oblast, killing four and injuring 20 [32].

Assessment: The national toll will likely rise as reports are consolidated. Russia will likely keep up heavy strikes on energy and logistics as winter approaches.

3. KOSOVO: Parliament caps war crimes sentences and elects a president, avoiding new elections

Kosovo's Assembly passed amendments capping Specialist Chambers sentences at 15 years, then elected Justina Shiroka Pula president with 81 votes after the opposition PDK ended its boycott. That averted a fourth parliamentary election in under two years [33].

Assessment: The sentencing cap will likely draw EU and US criticism and a dispute over whether it applies to the Hague court. Street tension will likely ease.

4. NATO EASTERN FLANK: Swedish Patriot to Poland; Trump open to a permanent base in Lithuania; French missile test

Sweden will station a Patriot system and about 100 personnel in Poland from December to protect logistics hubs for aid to Ukraine [34]. Asked about a permanent US base in Lithuania, President Trump said "we will certainly look at it" [35]. France made the first test launch of its M51.3 nuclear-capable submarine-launched missile on 6 Oct [36].

Assessment: Russia will likely portray these moves as escalatory. A decision on a permanent US base in Lithuania is unlikely in the near term.

5. RUSSIA: Suspected plague death at Irkutsk lab; Moscow denies containment measures

A technician at the Irkutsk Anti-Plague Research Institute died of suspected pneumonic plague. Russian officials say the autopsy found no plague pathogen and no cases among her contacts, while about 200 people were quarantined [37]. Lithuania's health minister said transit restrictions on Russian citizens could follow if the threat is confirmed [38].

Assessment: A wider outbreak is unlikely, but uncertainty will likely persist given limited Russian transparency.

6. ARMENIA / AZERBAIJAN: Fight in Armenian parliament over border shooting; Rubio praises Baku

A fight broke out in Armenia's parliament after the speaker cut off an opposition MP criticizing the government's response to the 1 Oct incident in which an Azerbaijani soldier crossed into Armenia and shot a woman [39]. Secretary of State Rubio "commend[ed] Azerbaijan's ongoing commitment to peace" in a call with its foreign minister [40].

Assessment: The incident will likely stay contained diplomatically while adding domestic pressure on the Pashinyan government.

Collection gap: no official Ukrainian Air Force launch totals or ISW assessment were retrieved. No new official statements on the ship sunk off Romania on 5 Oct were found.

area of responsibility

INDOPACOM.

1. NORTH KOREA: Pyongyang calls mine finding a "mean farce" and warns against DMZ demining

In a statement carried by KCNA, North Korea's Foreign Ministry rejected the South Korean and UN Command finding that it deliberately planted the DMZ mines. It warned its military would respond to any demining operation that crosses into territory it controls [41]. Separately, KCNA reported a cultural agency renamed to drop "national," which NK News reads as part of Kim Jong Un's push to erase language implying shared identity with the South [42].

Assessment: The demining warning raises the risk of warning shots or other forward action if clearance teams work near the Military Demarcation Line, especially before the 10 Oct Party Foundation Day.

2. SOUTH KOREA: Military spotted suspected North Korean mine-laying a year before the blast

A National Assembly audit revealed that satellite imagery from September 2025 showed suspected North Korean mine-laying south of the Military Demarcation Line, a year before the blast that wounded three soldiers. The defense minister said several other locations may also contain mines [43].

Assessment: Clearance work along the line will likely continue, and domestic pressure on the military's handling will likely grow.

3. SOUTH KOREA / US: Allies agree on provisional command structure after wartime control transfer

The deputy commander of the US-ROK Combined Forces Command said the allies agreed on a draft framework for the command after wartime operational control passes to South Korea. The command will keep existing [44].

Assessment: The upcoming Security Consultative Meeting will likely produce a statement on transfer milestones.

4. TAIWAN: Ten indicted for smuggling restricted US chips to China; retired officer charged with spying

New Taipei prosecutors indicted 10 people accused of posing as buyers for Taiwan's defense research institute to obtain restricted US components and export about NT$300 million worth to China through Hong Kong [45]. Separately, a retired air force captain was indicted for gathering personal details of Taiwanese intelligence officers for a Chinese handler [46].

Assessment: The cases likely reflect a sustained PRC effort to acquire controlled technology and target Taiwan's security personnel. More indictments are likely.

5. TAIWAN / US: Taiwan opens 14th US office in Phoenix; former President Tsai in San Francisco

Foreign Minister Lin Chia-lung opened Taiwan's office in Phoenix with Arizona's governor. The Chinese consulate in Los Angeles had reportedly urged the governor to oppose it [47]. Former President Tsai Ing-wen received a warm welcome in San Francisco [48].

Assessment: Beijing will likely protest through diplomatic channels or state media rather than with a military response.

6. PHILIPPINES: Security Council to probe Chinese money linked to Vice President Duterte's family

The National Security Council will investigate reported remittances from China and Hong Kong of about ₱319 million to a company linked to Vice President Sara Duterte's husband, citing possible foreign interference. The Chinese Embassy said Beijing "has never funneled funds to any Philippine political faction" [49].

Assessment: The probe will likely deepen Manila-Beijing friction and harden domestic politics over China policy.

Collection gap: no Taiwan MND PLA activity counts, and no in-window reporting for Japan, India or Australia. Yonhap, Kyodo and NHK were blocked.

area of responsibility

NORTHCOM.

1. UNITED STATES: Tropical Depression Nine forecast to become a hurricane and approach the northern Gulf Coast

The National Hurricane Center's 2200 CDT 6 Oct advisory placed Tropical Depression Nine about 345 miles west of Progreso, Mexico, with 35 mph winds. It is expected to become a tropical storm early Wednesday and a hurricane Thursday, with no coastal watches yet in effect [50]. The forecast discussion calls for a peak near 85 knots and heavy rain from Louisiana to the Florida Panhandle from Friday into the weekend, with watches possible as early as Wednesday [51]. Florida's governor declared a state of emergency in 25 Panhandle and Big Bend counties [52].

Assessment: A named storm by 7 Oct is very likely, and hurricane strength before landfall is likely. Coastal watches are likely within 24 to 36 hours, with possible effects on Gulf Coast military installations and defense support to civil authorities.

2. MEXICO: Sheinbaum says US-backed police academy in Querétaro lacks federal authorization

President Sheinbaum said US participation in state police training requires federal approval through the Foreign Ministry, and that the Querétaro academy, whose cornerstone US Ambassador Johnson laid on 2 Oct, has not been authorized [53]. Mexico News Daily compares the case to the CIA's unauthorized role in an April drug-lab raid in Chihuahua [54].

Assessment: Friction between the federal government and opposition-run states over direct security ties with the US is likely to grow.

3. MEXICO: Regional CJNG boss "El Tanque" captured in Zapopan

Security Secretary García Harfuch announced the arrest of Iván Cazarín Molina, described as the CJNG's regional chief for Veracruz, Oaxaca, Tabasco and Puebla and accused of running a large fuel-theft network [55].

Assessment: The arrest will likely disrupt CJNG fuel-theft revenue briefly before a replacement emerges.

4. MEXICO: Cremation site found in Nayarit; more troops for Mazatlán

Nayarit's attorney general announced a cremation and "extermination" site in Xalisco municipality, saying "we have another Rancho Izaguirre" [56]. In Sinaloa, 29 special-forces soldiers with armored vehicles and drones were placed inside Mazatlán's municipal police [57].

Assessment: More such sites are likely to be found as the Sinaloa conflict spills into neighboring states.

5. US / CUBA: US agencies to detail sanctions-evasion scheme sending fuel to Cuba

Homeland Security Investigations, CBP and the Commerce Department are due to hold a press conference in Miami on 7 Oct on a scheme to export fuel to Cuba, with 90 shipments seized, according to CiberCuba [58].

Assessment: US enforcement against fuel flows to Cuba will very likely keep tightening.

Collection gap: the 0400 CDT NHC advisory was not yet available at production time. No NORAD or Arctic items found.

area of responsibility

SOUTHCOM.

1. BRAZIL: Runoff campaigns court the centre; Flávio's camp warns the Supreme Court

Both campaigns began negotiations for allies ahead of the 25 Oct runoff, with the PL courting União Brasil, Republicanos and PP and Lula reversing his decision to skip TV debates [59]. Flávio Bolsonaro's campaign chief warned that "when a Supreme Court justice commits a crime of responsibility, the Senate will not stay silent," aimed at Justice Moraes [60].

Assessment: The runoff is roughly even on available evidence. Talk of removing Moraes will likely strain relations between the courts and the next Congress.

2. VENEZUELA: UN extends fact-finding mission to 2028

The UN Human Rights Council renewed the Venezuela fact-finding mission for two years by 25 votes to 5. The mission reports 64 new torture cases since January and an estimated 379 to 500 political detainees [61].

Assessment: The renewal is unlikely to change the interim government's behavior in the near term.

3. HAITI: Gang Suppression Force launches operations in Tabarre and Cité Soleil; candidate registration extended again

Hundreds of Gang Suppression Force troops deployed to Tabarre on 5 Oct with armored vehicles and helicopters [62], followed by an operation in Cité Soleil [63]. The electoral council extended candidate registration to 31 Oct, the third extension in a month [64].

Assessment: The 13 Dec first round is very likely to slip. Gang retaliation against civilians is likely as operations expand.

4. COLOMBIA: President vows to defeat "partners of terrorism" at the polls; gunmen fire on Barranquilla prison

President De La Espriella said he will defeat "partners of terrorism" in the 2027 regional elections, drawing a sharp reply from former President Petro [65]. Gunmen on a motorcycle fired at Barranquilla's Modelo prison minutes after its director arrived, the third such attack this year [66].

Assessment: Political polarization is likely to increase, and attacks on prisons by criminal groups on the Caribbean coast will likely continue.

Collection gap: no new SOUTHCOM strike confirmed in the window; the official page showed stale content. No in-window Ecuador or Central America reporting.
