bottom line up front

CENTCOM: CENTCOM says an IRGC projectile, not a mine, sank the GFS PRIDE, while Iran's army chief says Hormuz stays closed. Trump ruled out nuclear use against Iran but named "Pickaxe Mountain" as a possible target. Houthi missiles hit the presidential palace in Aden, and Saudi Arabia publicly accused Iran of encouraging the Houthi escalation. [20][25][26][32][38]

EUCOM: Reuters reports the order to throttle Ukraine's Starshield service came from inside the White House, and Trump said he is "not a big fan of Zelensky." Russian strikes killed 17 across Ukraine and cut power in parts of Kyiv, as Putin said "They started it." EU leaders rejected a US idea to take control of frozen Russian assets. [49][51][53][58][62]

AFRICOM: Ethiopian forces entered Aksum and moved tanks toward the Eritrean border, where the two armies now face each other at Zalambessa. DRC Ebola cases passed 9,100 and Kenya confirmed a second case. Jihadists overran a military base in northern Borno, killing 10 to 15 soldiers. [1][2][5][14][15]

INDOPACOM: The Philippine president said a Chinese ambassador's remark that China "may easily win" if it used force "sounds very much like a threat." The Liaoning carrier group moved into the South China Sea, and USS Theodore Roosevelt docked at Yokosuka before the Keen Sword exercise. [73][77][78][84]

NORTHCOM: Hurricane Trudy reached Category 3 and is forecast to peak at 145 mph before passing close to the Colima-Jalisco coast this weekend under a hurricane watch. Mexico's navy put 3,538 personnel on alert and closed several Pacific ports. Simon is dissipating. [92][93][95][98]

SOUTHCOM: Datafolha has Brazil's runoff at 47-45 for Flávio Bolsonaro. Gunmen attacked an international bus in Colombia's Cauca, killing 5 and injuring 64, mostly migrants. Reports say a 10th Mountain Division battalion is deploying to Panama to train partner forces. [104][105][108]

Assessments use ICD 203 estimative language and are DRS judgments drawn from the cited reporting.

area of responsibility

AFRICOM.

1. ETHIOPIA / ERITREA: Ethiopian forces enter Aksum and move armour toward the border

Ethiopian forces and the allied Tigray Peace Force say they have expanded control across Tigray and entered Aksum. The militia claims Eritrean troops retreated with heavy casualties; Eritrea calls this false. [1] Ethiopian tanks and heavy weapons are reported moving from Adigrat toward Zalambessa, where Eritrean troops have set up positions north of the town. A resident told AFP that "Ethiopian troops are on one side, and Eritrean troops are on the other," with no active fighting. Eritrea asked the UN Security Council to act under Chapter VII, and Ethiopia told the Council it had "no option" but to defend itself. [2]

Assessment: The two armies are now directly facing each other at Zalambessa, and a direct clash in the coming weeks is likely.

2. DRC: Kabila's front reportedly uses drones against government forces in Masisi

A Congolese aggregator, citing Actualite.cd, reports kamikaze drone strikes by Kabila's FRN on army and Wazalendo positions in Masisi territory on the morning of 15 Oct, with casualties not quantified. This is low-reliability reporting and the original was not read. [3] AFP reports that Kinshasa has still not officially responded to the FRN, and a diplomatic source warned of possible mass arrests. [4]

Assessment: The FRN is likely to keep military pressure on Masisi while holding its political line on the Doha process.

3. DRC / KENYA: Ebola passes 9,100 cases; Kenya confirms second case

Citing WHO, the DRC has 9,144 confirmed cases and 4,410 deaths across seven provinces, up from 9,066 and 4,381. Kenya confirmed a second case, a relative of its first patient. [5] Africa CDC's director general said donors reported disbursing $962 million, but only about $200 million can be traced. [6]

Assessment: Further case growth is almost certain. Wider spread in Kenya is a roughly even chance, and the funding dispute will likely slow the response.

4. SUDAN: Burhan writes to Trump backing US peace efforts; Geneva meeting planned

Army chief al-Burhan said on 15 Oct he had sent Trump a message "expressing Sudan's commitment to peace efforts sponsored by the United States." [7] The UN and Switzerland will co-host a sixth Geneva meeting on coordinating Sudan peace initiatives; no date was given. [8]

Assessment: The outreach is likely tactical and is unlikely to produce army acceptance of an unconditional truce soon.

5. SUDAN / EGYPT: Egypt halts truck freight at Qustul crossing

Egyptian authorities stopped Sudan-bound cargo trucks and suspended river ferries at the Qustul crossing, following the gold-mine strike and the killing of Egyptian drivers in Khartoum. Bilateral trade was $759 million in the first half of 2026. [9]

Assessment: The freight halt will likely deepen economic strain on army-held areas.

6. SUDAN: RSF reportedly holds 6,500 detainees in El Geneina; army airstrike kills five children

The Sudan Doctors Network says the RSF holds more than 6,500 detainees in El Geneina, including 709 women and about 500 children. [10] An army Antonov reportedly bombed a house in North Kordofan on 15 Oct, killing five children. [11] A drone strike in North Darfur killed two people. [12]

Assessment: Civilian harm from both sides' air campaigns will almost certainly continue.

7. SOMALIA: Laftagareen loyalists reportedly seize Buurhakaba

Forces loyal to the ousted Southwest State leader Laftagareen reportedly captured Buurhakaba, on the Mogadishu-Baidoa road, after clashes with federal troops on 15 Oct. Control and casualties are unverified. [13]

Assessment: Federal forces will likely counterattack to reopen the supply road, and the fighting very likely benefits al-Shabaab.

8. NIGERIA: Jihadists overrun military base in northern Borno

Pre-window onset: Suspected ISWAP and Boko Haram fighters stormed the Mairari base in Guzamala on 13 Oct. Reports surfaced on 15 Oct, with tolls of at least 10 soldiers and 4 civilians, or about 15 soldiers by another count. [14][15] On 16 Oct, the defence minister said President Tinubu ordered security agencies to rescue all kidnap victims. [16]

Assessment: ISWAP will very likely continue large raids on isolated bases in northern Borno.

9. SOUTH AFRICA: Court restores 181 ANC candidates; ANC to review coalition with DA

Pre-window onset: The Constitutional Court ordered 181 ANC council candidates restored to the 4 Nov ballots. The ANC secretary-general said the party will review its coalition with the Democratic Alliance, which had opposed the appeal. [17]

Assessment: A coalition collapse before the elections is unlikely, but ANC-DA friction will likely rise.

10. SOUTH SUDAN: 16 killed in Tonj East fighting

Pre-window onset: Intercommunal clashes in Tonj East, Warrap State, on 12-13 Oct killed at least 16 and wounded 34. [18]

Assessment: Intercommunal violence will almost certainly recur and complicate security for December's elections.

11. MALI: Army reports airstrikes near Dioura and in Ségou

Mali's army says airstrikes hit a militant logistics camp near Dioura on 14 Oct and a position in Ségou region on 15 Oct. The claims are unverified and come from a low-profile source. [19]

Assessment: This is likely routine activity against JNIM rear areas.

Collection gap: no in-window UN Security Council or African Union action on Ethiopia-Eritrea was found. BBC, RFI, France 24, UN News and EWN were blocked. Coverage of the Sahel, Libya and Mozambique is thin.

area of responsibility

CENTCOM.

1. GULF SHIPPING: CENTCOM says an IRGC projectile sank the GFS PRIDE

CENTCOM said on 15 Oct that "the civilian container ship M/V GFS Pride was hit by an IRGC projectile" and sank under tow, rejecting Iran's mine claim, and said the main shipping routes are clear of mines. It said more than 40 commercial ships transited in 24 hours. [20][21] The multinational maritime information centre lists nine new confirmed incidents on 11 and 13 Oct and 149 since 1 March. It calls the mine claim "unsubstantiated" and warns of the wreck and floating containers. [22]

Assessment: Iran is almost certainly using projectiles or drones, not mines, against merchant traffic. Further strikes in the next 72 hours are likely.

2. IRAN: Navy says another tanker on fire; army chief says Hormuz stays closed

Iranian state TV said an oil tanker caught fire after entering an area "closed to navigation" in the Gulf of Oman with its tracking systems disabled. The tanker's name and flag are unknown. [23][24] Iran's army commander said the strait "remains closed today, and will remain closed" until Iran's rights are respected. [25]

Assessment: Iran very likely intends to enforce its declared closure through selective strikes on ships running without tracking systems.

3. US / IRAN: Trump rules out nuclear use but names "Pickaxe Mountain" as a possible target

In a Newsmax interview on 15 Oct, Trump said, "No, I wouldn't use nuclear," and that the "mother of all bombs is not nuclear." He said, "Now, we're looking at Pickaxe Mountain. We may have to go there," and that the war "will be over very soon." [26] Fox, citing CNN, reported officials said strikes could come before or after the midterms; the White House declined to comment on the bomb planning. [27][28]

Assessment: Trump is likely keeping strike options ambiguous as leverage. A decision before 3 Nov remains unlikely.

4. US / IRAQ / IRAN: Treasury sanctions Iraqi bank and Iranian shadow-banking networks

Treasury designated Iraq's International Development Bank for allegedly giving Iran access to US dollars, among 16 people and 10 entities. Treasury Secretary Bessent said, "The noose is tightening around Iran's economy." [29][30] The State Department separately designated a Cuban bank for serving an Iranian bank. [31]

Assessment: Pressure on Baghdad to cut Iran's dollar access is likely to grow, with further Iraqi bank designations likely.

5. SAUDI ARABIA: Riyadh accuses Iran of encouraging the Houthi escalation

A Saudi deputy minister said the escalation "is encouraged by Iran" and that the Houthis refused a Saudi request to meet in Muscat. [32] The coalition spokesman said there have been 20 Houthi attacks on King Khalid airport since 1 Oct, killing 17, and that 1,104 missiles and 1,135 drones have been fired at Saudi Arabia since operations began. [33]

Assessment: The public attribution to Iran very likely prepares the ground for requests for more US support. A negotiated pause within a week is unlikely.

6. SAUDI ARABIA: Interceptions over Madinah and Khamis Mushait; Houthis deny Madinah attack

The coalition reported intercepting a cruise missile over Madinah region on 15 Oct, a drone over Khamis Mushait, and another drone heading for the Eastern Province early on 16 Oct. [34][35] The Houthis denied attacking Saudi territory that day. Saudi Arabia had not commented on the claimed Typhoon hit. [36]

Assessment: Houthi strikes will almost certainly continue. The Madinah denial likely reflects sensitivity about being seen to target holy cities.

7. SAUDI ARABIA / US: US Mission tightens staff travel rules

The US Mission says Riyadh's King Khalid airport remains suspended through 17 Oct and US government staff need authorisation to use any Saudi airport or travel to several southern and eastern areas. Some US citizens have been detained for filming interception sites. [37]

Assessment: Reopening of the Riyadh airport on 18 Oct is a roughly even chance.

8. YEMEN: Houthi missiles hit presidential palace in Aden

The Houthis fired five ballistic missiles at the al-Maashiq palace in Aden on 15 Oct, the first attack of its kind. The prime minister was unhurt. Tolls conflict: five killed and 16 injured according to the health minister, or four killed and 10 wounded by AFP's count. [38] A minister said a coalition command centre in the complex was hit. [39] Fighting continues around Taiz. [40]

Assessment: Houthi targeting of government and coalition leadership sites in Aden is likely to continue.

9. LEBANON: Rubio presses Aoun not to return seized explosives to Hezbollah

Secretary of State Rubio told President Aoun that returning explosives seized from Hezbollah "should be out of the question." A Hezbollah official said the explosives were for drones to be used against Israeli troops. [41][42] The UN peacekeeping chief said no decision has been made on a UN presence after UNIFIL's mandate ends. [43]

Assessment: Hezbollah's open claim makes Beirut's disarmament commitments harder to keep.

10. ISRAEL: Poll shows Eisenkot's party leading; IDF reports 31 Gaza ceasefire violations

A Times of Israel poll gives Eisenkot's party 26 seats to Likud's 20, with neither bloc at a majority. Other recent polls diverge. [44] FDD's Long War Journal compiles IDF reports of 31 ceasefire violations in Gaza from 1 to 15 Oct, with at least 38 killed in IDF responses. [45]

Assessment: Netanyahu probably cannot form a majority on current polling.

11. PAKISTAN: High court to hear PTI challenge on 20 October

The Peshawar High Court set 20 Oct to hear PTI's petitions against the emergency and governor's rule in Khyber Pakhtunkhwa. [46] Dawn reports a 214-56 vote on a procedural motion in the joint session and gives no tally for the resolution itself; yesterday's edition reported 240-46 from another outlet, and the figure is unconfirmed. [47]

Assessment: A ruling striking down the measures before late October is unlikely.

12. SYRIA: Two pipelines damaged

A leak hit the Baniyas-Homs products pipeline, and an explosion struck a gas pipeline in Hasakah that the state petroleum company called sabotage. No perpetrator was named. [48]

Assessment: Attacks on Syrian energy infrastructure are likely to continue.

Collection gap: no GACA statement on the Riyadh airport was found. Bloomberg and NPR were blocked. CENTCOM's and Treasury's own posts were seen only via secondary reporting. No in-window reporting for Egypt, Jordan, Afghanistan or Central Asia.

area of responsibility

EUCOM.

1. US / UKRAINE: Reuters says Starshield throttle order came from White House; Trump "not a big fan of Zelensky"

Reuters reports that the White House told the Pentagon to slow Ukraine's Starshield service; a senior official said the order did not come from the president. [49][50] In a Newsmax interview, Trump said, "I'm not a big fan of Zelensky." [51] The Washington Post and CNN report that Ukraine's Patriot interceptor stocks are critically low. [52]

Assessment: US-Ukraine relations are very likely at their lowest point of the year, and further US use of support as leverage is likely.

2. UKRAINE: Russian strikes kill 17 and cut power in parts of Kyiv

Regional tallies give 17 killed and 67 injured over 24 hours, with Lutsk hardest hit. [53] Late on 15 Oct, strikes on energy infrastructure cut power to parts of Kyiv. [54] A Russian drone set fire to an oil depot in Khmelnytskyi region overnight. [55] Reuters satellite imagery shows Russia built a new jet-drone launch base in Rostov region in six weeks. [56]

Assessment: Russia will almost certainly keep attacking the grid. The Patriot shortage makes successful ballistic strikes on Kyiv very likely.

3. RUSSIA / UKRAINE: Strikes widen to data centre and warehouses; Putin says "They started it"

Drones reportedly targeted a Yandex data centre in Vladimir region and sites in Rostov overnight, and four Moscow airports shut. [57] Putin acknowledged hits on major online retailers' warehouses and said, "They started it." [58] The Kremlin said there had been no Ukrainian moratorium. [59] Ukraine told the OSCE it would stop refinery strikes only under a mutual energy truce. [60] Bloomberg reports the UK will resupply Storm Shadow missiles. [61]

Assessment: Ukraine will very likely keep expanding strikes on Russian infrastructure. A mutual energy truce in the near term is unlikely.

4. EU: Leaders reject US control of frozen Russian assets

At the summit on 15 Oct, leaders rejected a US idea to move frozen Russian assets under US control. Germany's Merz said, "The assets are frozen in Europe, and they shall remain frozen in Europe." [62] Zelensky met Belgium's prime minister without public movement on the assets. [63] Draft conclusions were set to criticise the US diesel waiver. [64] On 16 Oct, von der Leyen confirmed work on a 22nd sanctions package. [65]

Assessment: The EU will very likely keep the assets under European control. A decision to use them for Ukraine at this summit is unlikely given Belgian opposition.

5. EU: Council sanctions 12 targets for evading Russia sanctions

The EU listed three individuals and nine entities in Russia, Türkiye, the UAE and the Seychelles, including shadow-fleet shipping intermediaries. [66]

Assessment: The EU is likely to keep tightening on the shadow fleet even as Washington weighs easing.

6. BLACK SEA: Romania blames Russia for ship attacks; NATO to take up the issue

AP counts at least seven cargo ships attacked off Romania and Bulgaria this month, with 2 dead and at least 25 missing. [67] Romania's foreign minister said "Russia bears full responsibility." [68] The Wine Trader's missing crew was revised to seven. [69]

Assessment: More attacks on Black Sea shipping are very likely. A collective NATO military response beyond more surveillance is unlikely soon.

7. MOLDOVA: Another drone enters Moldovan airspace

A drone entered Moldova from Ukraine's Odesa region overnight into 16 Oct and left after about eight minutes. [70]

Assessment: Further incursions are very likely while Russia attacks Odesa region.

8. UKRAINE: Russian incursion near Anyshchyne in Kharkiv region

A Ukrainian military spokesman confirmed Russian troops broke in near Anyshchyne and are trying to widen the position. [71]

Assessment: Russian pressure on the Kharkiv border will likely continue without major gains.

9. RUSSIA / JAPAN: Tokyo denies spying after FSB detains journalist

Prime Minister Takaichi denied that Japan spies in Russia, and Tokyo cannot contact detained reporter Yuki Imai. [72]

Assessment: The FSB is likely using detentions of foreigners as diplomatic leverage.

Collection gap: BBC, Guardian, CNN and RFE/RL were blocked, and Reuters was read only through syndication. The EU summit's final conclusions were not yet published. No in-window developments found for the UK-Iran Fairford case, Georgia or the Balkans.

area of responsibility

INDOPACOM.

1. CHINA: Liaoning carrier group heads into the South China Sea

Japan's Joint Staff Office saw the Liaoning group entering the Luzon Strait on 15 Oct toward the South China Sea. China is also running coastal drills in five areas through Saturday, none around Taiwan. [73]

Assessment: The group is likely on an extended deployment timed near the Keen Sword exercise, and unlikely to signal imminent action against Taiwan.

2. TAIWAN: Defence ministry watching for large PLA exercises

A senior Taiwanese intelligence officer said the ministry is watching for large-scale PLA exercises; there have been none in 2026 so far after annual encirclement drills from 2022 to 2025. [74] October detections stand at 96 aircraft and 164 ships. [75]

Assessment: China will likely hold at least one large exercise around Taiwan before year-end.

3. PALAU / CHINA: Palau's president rejects Chinese threats over Taiwan ties

President Whipps told Politico that recognising Taiwan is "our choice, not yours," and said China's ambassador threatened retaliation. [76]

Assessment: Palau will very likely keep its ties with Taiwan.

4. PHILIPPINES / CHINA: Marcos says Chinese envoy's "easily win" remark sounds like a threat

China's ambassador said on 15 Oct, "If we want to use force, we may easily win. But no, we will not use force." [77] The Department of Foreign Affairs called it "a thinly veiled threat," and Marcos said it "sounds very much like a threat." [77][78] The Chinese embassy called the reaction "overinterpretation." [79]

Assessment: Manila-Beijing relations will likely keep deteriorating, though the remark is unlikely to signal a change in Chinese intent.

5. SOUTH KOREA: Defence minister says command transfer could happen "right now"

South Korea's defence minister told lawmakers there would be "no problem transferring wartime operational control right now" if alliance trust is assured. [80] The US commander said the armistice "is not peace." [81] The annual defence talks are expected in December. [82]

Assessment: The command transfer timeline will likely not be settled before December.

6. NORTH KOREA: Missile chief disputes South Korea's hypersonic test

North Korea's missile administration chief said photos of South Korea's 8 Oct hypersonic glide vehicle test showed no signs of hypersonic flight; Seoul rejected the claim. [83]

Assessment: Further North Korean launches in October are likely.

7. JAPAN / US: USS Theodore Roosevelt docks at Yokosuka before Keen Sword

The Theodore Roosevelt carrier group docked at Yokosuka on 16 Oct, the first visiting US carrier there in more than four years, before the Keen Sword exercise from 19 to 29 Oct. [84]

Assessment: Keen Sword will very likely proceed with a US carrier, drawing Chinese criticism.

8. JAPAN / CHINA: Chinese state media attack Takaichi's nuclear submarine remarks

A Global Times commentary called Takaichi's remarks a step toward breaking postwar nuclear taboos; no new official Chinese statement was found. [85] Japan said a Yasukuni visit during the autumn festival is for the prime minister to judge. [86]

Assessment: China will likely raise the issue officially once Japan's revised security documents are released.

9. INDIA / PAKISTAN: Indian defence minister warns of "stronger response" to terror attacks

Rajnath Singh said any further terror attack originating from Pakistan would bring a stronger response than before. [87] A Pakistani outlet framed it as a threat of a larger strike. [88]

Assessment: An India-Pakistan crisis is unlikely absent a major attack, but India would very likely respond militarily to one.

10. INDONESIA: Prabowo reshuffles army leadership

President Prabowo moved the army chief to deputy armed forces commander and promoted the deputy commander to army chief. [89]

Assessment: Prabowo will likely replace the armed forces commander in the coming months.

11. AUSTRALIA / AUKUS: US Navy awards $56 million AUKUS support contract

HII's Newport News Shipbuilding won a $56 million contract for AUKUS engineering and design support. [90]

Assessment: AUKUS submarine industrial integration very likely continues on track.

12. MYANMAR: Junta airstrike in Mon State

A junta airstrike hit the Ye Chaung Pyar area of Mon State around midnight on 14 Oct with no casualties. [91]

Assessment: Junta airstrikes will very likely continue.

Collection gap: Yonhap, NBC and 38 North were blocked. Nothing new found on Trump-Kim prospects, US-China trade, the Yalu bridge after its opening, or Thailand-Cambodia.

area of responsibility

NORTHCOM.

1. MEXICO: Hurricane Trudy reaches Category 3; hurricane watch for Colima-Jalisco coast

NHC Advisory 12 (0900Z 16 Oct) puts Trudy about 355 miles south-southeast of Manzanillo with 120 mph winds. A hurricane watch covers the coast from north of Punta San Telmo to Cabo Corrientes, and a tropical storm warning covers Zihuatanejo to Manzanillo. [92] NHC forecasts a peak of 145 mph early on 17 Oct and closest approach to the coast Saturday night into Sunday, with 4 to 8 inches of rain in Michoacán, Colima and Jalisco. [93] AP reported Trudy strengthening to Category 3 overnight. [94]

Assessment: Trudy will likely bring major-hurricane conditions to or near the Manzanillo-Cabo Corrientes coast on 17-18 Oct. Landfall itself is roughly even odds given the coast-parallel track.

2. MEXICO: Navy puts 3,538 personnel on alert and closes ports

Mexico's navy put 3,538 personnel on alert and closed Puerto Escondido and other Guerrero and Oaxaca ports to some traffic. [95] Civil Protection has 1,614 shelters ready across Guerrero, Jalisco, Michoacán and Colima. [96] Guerrero suspended classes on 16 Oct. [97] No activation of the army's Plan DN-III for Trudy or closure of Manzanillo port was found.

Assessment: Preparations will likely expand to Colima and Jalisco within 24 hours.

3. MEXICO: Simon dissipating; Atlantic quiet

Simon has weakened to 40 mph about 210 miles south-southeast of Cabo San Lucas and will become a remnant low within 24 hours. [98][99] NHC expects no Atlantic formation for seven days. [100]

Assessment: Simon is very unlikely to cause further significant impacts.

4. UNITED STATES / MEXICO: Border task force says it has defeated more than 300 cartel drones

The border task force says it has defeated more than 300 cartel drones in 2026. A DEA official said one cartel sent operatives to a conflict zone in Eastern Europe to learn battlefield drone tactics. [101]

Assessment: Cartel drone surveillance will very likely persist; armed drone attacks on US forces remain unlikely.

5. CANADA: Carney draws about 5,000 to Calgary rally

About 5,000 people attended Carney's Calgary rally on 15 Oct, where he urged a "remain" vote and a "no" on the referendum's nine other questions. [102] He appears with Premier Smith in Red Deer on 16 Oct. [103]

Assessment: The 19 Oct vote is likely to return a "remain" majority.

Collection gap: NHC products were read through a summarising tool, not raw text. Nothing new in the window on Isaias, the DC National Guard case, NORAD or Sinaloa. Mexican coastal evacuations were not confirmed.

area of responsibility

SOUTHCOM.

1. BRAZIL: Datafolha shows Flávio Bolsonaro 47%, Lula 45%

A Datafolha poll fielded 13-14 Oct shows Flávio Bolsonaro at 47% and Lula at 45%, or 51-49 in valid votes, halving Flávio's earlier lead. [104]

Assessment: The 25 Oct runoff will likely stay within the margin of error through Sunday's debate.

2. COLOMBIA: Gunmen attack international bus in Cauca, killing 5

Four gunmen fired on an international bus on the Panamericana highway in Cauca late on 14 Oct. Five people, including a minor, were killed and 64 treated, mostly Venezuelan and Ecuadorian migrants. [105][106]

Assessment: Armed groups will very likely keep attacking traffic on the Panamericana corridor.

3. COLOMBIA: Grenade attack on police in Cali

A grenade attack in south Cali on the night of 15 Oct wounded four police officers and a civilian. [107]

Assessment: Urban attacks on security forces in Valle del Cauca will likely continue.

4. REGIONAL / US: Army battalion reportedly deploying to Panama to train partner forces

Reports citing the New York Times say a 600-soldier battalion from the 10th Mountain Division is deploying to a jungle training facility in Panama and will train partner forces in Colombia and Honduras. [108] Democracy Now reports MQ-9 drones moved to Colombia and Ecuador. SOUTHCOM declined to confirm. [109]

Assessment: US counter-drug operations in the region will likely expand in the coming months.

5. HAITI: UN Security Council extends sanctions

Pre-window onset: The Security Council extended the Haiti sanctions regime for 13 months on 14 Oct. A UN panel found the arms embargo is routinely breached. [110]

Assessment: The renewal very likely will not materially reduce gang access to weapons.

6. BOLIVIA: Protest coalition rules out road blockades

Protest organisers confirmed department-level protests from 19 Oct and a march on La Paz on 6 Nov, and said they will not block roads. [111]

Assessment: Protests from 19 Oct are likely to be lower-intensity than past blockades.

7. VENEZUELA: Third round of transition talks under way

Pre-window onset: The third round of government-opposition talks opened on 14 Oct in Caracas, covering the electoral calendar and party participation. [112]

Assessment: A presidential election date this week is unlikely.

Collection gap: France 24, Haitian Times and La Patilla were blocked. The New York Times report on troop deployments was not read directly. Nothing new on Cuba, Ecuador or Panama in the window.
